Treat non-version-1 transactions as non-standard

Browse Source 
Adds CBlock::CURRENT_VERSION and CTransaction::CURRENT_VERSION
constants, and makes non-CURRENT_VERSION transactions nonstandard.
This will help make future upgrades smoother.
