UdjinM6 3e4286a584 Less cs_main locks in quorums (#2702)
* Drop cs_main from CQuorumManager::UpdatedBlockTip()

* CLLMQUtils::IsQuorumActive() shouldn't require cs_main to be held

* Revert comment deletion
