feat(llmq): llmq_test_dip0024 adjustments (#5229)

## Breaking Changes
After the DIP24 fork, instant locks will still be served by
`llmq_test_instantsend`, since no `llmq_test_dip0024` will be formed
with less than 4 nodes.
