More for governance block checks, p1 (non-compilable):

- add GetPaymentsLimit() and GetPaymentsTotalAmount()
- IsValidBlockHeight() should check nSuperblockStartBlock
- CSuperblock::IsValid should check payment limit and miner payout
- no cs_main
- slightly refactored related things
