Pull request description:

  This PR attempts to contribute to "Remove gArgs" (#21005).

  Main changes:

  * `GetDataDir()` function is moved to `ArgsManager.GetDataDirPath()`.
  * `GetBlocksDir()` function is moved to `ArgsManager.GetBlocksDirPath()`.
