Merge #11080: doc: Update build-openbsd for 6.1

5be6e9b doc: Update build-openbsd for 6.1 (Wladimir J. van der Laan)

Pull request description:

  - Bump "updated for"
  - Fix link to boost (haenet mirror is broken)
  - Upgrade boost version to 1.64
