feat: stricter bestCLHeightDiff checks (UdjinM6) Pull request description: ## Issue being fixed or feature implemented Current `bestCLHeightDiff` checks are too relaxed ## What was done? Make`bestCLHeightDiff` checks stricter ## How Has This Been Tested?
