Pull request description:
This is an alternative to #11098 to handle #11033 where a new button `Use available balance` is added to each entry. When activated, the available balance is calculated by using the coin control (if any) and then it's subtracted the remaining recipient amounts. If this amount is positive then the `Subtract fee from amount` is automatically selected.
Comparing to #11098, this has the advantage to avoid the fair amount division over the recipients and allows to fine adjust the amounts in multiple iterations.
Started from @CryptAxe commit 89e9eda to credit some code.

This builds on #10589 (first 5 commits from that PR, last 5 commits are new)
The first couple commits refactor to use the CCoinControl class to pass fee calculation parameters around.
This allows for fixing the buggy interaction in QT between the global payTxFee which can be modified by the RPC call settxfee or temporarily modified by the QT custom fee settings. Before these changes the GUI could sometimes send a transaction with a recently set payTxFee and not respect the settings displayed in the GUI. After these changes, using the GUI does not involve the global transaction confirm target or payTxFee.
The prospective fee displays in the smart fee slider and the coin control dialog are changed to use the fee calculation from GetMinimumFee, this simplifies the code and makes them slightly more correct in edge cases.
Maxing the fee calculation with the mempool min fee is move from estimateSmartFee to GetMinimumFee.
This fixes a long standing bug, and should be tagged for 0.15 as it is holding up finalizing the estimatesmartfee RPC API before release.

* Remove ppszTypeName from protocol.cpp and reimplement GetCommand
This removes the need to carefully maintain ppszTypeName, which required
correct order and also did not allow to permanently remove old message
types.
To get the command name for an INV type, GetCommandInternal uses a switch
which needs to be maintained from now on.
The way this is implemented also resembles the way it is implemented in
Bitcoin today, but it's not identical. The original PR that introduced the
switch case in Bitcoin was part of the Segwit changes and thus never got
backported. I decided to implement it in a slightly different way that
avoids throwing exceptions when an unknown INV type is encountered.
IsKnownType will now also leverage GetCommandInternal() to figure out if
the INV type is known locally. This has the side effect of old/legacy
message types to return false from now on. We will depend on this side
effect in later commits when we remove legacy InstantSend code.
* Stop handling/relaying legacy IX messages
When we receive an IX message, we simply treat it as a regular TX and relay
it as such.
We'll however still request IX messages when they are announced to us. We
can't simply revert to requesting TX messages in this case as it might
result in the other peer not answering due to the TX not being in mapRelay
yet. We should at some point in the future completely drop handling of IX
messages instead.

As both are really just labels, clicking on those is not possible.
This is different in Bitcoin, where these labels are actually buttons.

Also don't use masternodeSync.IsBlockchainSynced() for now as it won't
report the blockchain being synced before the first block (or other MN
data?) arrives. This would otherwise give the impression that sync is
being stuck.
Introduce a PlatformStyle to handle platform-specific customization of
the UI.
This replaces 'scicon', as well as #ifdefs to determine whether to place
icons on buttons.
The selected PlatformStyle defaults to the platform that the application
was compiled on, but can be overridden from the command line with
`-uiplatform=<x>`.
Also fixes the warning from #6328.
QT_NO_KEYWORDS prevents Qt from defining the `foreach`, `signals`,
`slots` and `emit` macros.
Avoid overlap between Qt macros and boost - for example #undef hackiness
in #6421.
- this adds a delete button for insecure and secure payment requests in
the sendcoins dialog
- it also enables the delete button even for single and empty entries, as
this is much easier to handle and doesn't need to special case single
entries
- big parts of the ui file were changed, because I copied the delete
button and had to delete the layout too and created it from scratch
(which seems to cleanup the rows and colums in the layout also, which is
nice IMHO)

Add support for a Payment Protocol to Bitcoin-Qt.
Payment messages are protocol-buffer encoded and communicated over
http(s), so this adds a dependency on the Google protocol buffer
library, and requires Qt with OpenSSL support.
- allows to directly select an address from the addressbook, chose "send
coins" from the context menu, which sends you to sendcoins tab and fills
in the selected address
This adds a field labelled 'Immature' in the overview section under the 'unconfirmed' field, which shows mined
income that has not yet matured (which is currently not displayed anywhere, even though the transactions
exist in the transaction list). To do that I added a 'GetImmatureBalance' method to the wallet, and connected
that through to the GUI as per the 'GetBalance' and 'GetUnconfirmedBalance' methods. I did a small 'no-op'
change to make the code in adjacent functions a little more readable (imo); it was a change I had made in my
repo earlier...but I thought it wouldn't hurt so left it in. Immature balance comes from mined income that is
at least two blocks deep in the chain (same logic as displayed transactions).
My reasoning is:
- as a miner, it's a critical stat I want to see
- as a miner, and taking into account the label 'immature', the uncertainty is pretty clearly implied
- those numbers are already displayed in the transaction list
- this makes the overview numbers add up to what's in the transaction list
- it's not displayed if the immature balance is 0, so won't bother non-miners
I also 'cleaned' the overview UI a little, moving code to the XML and removing HTML.
