This PR ensures each loaded wallet has a dedicated coin control in the send view which is manipulated by the coin control dialog.
This is an alternative to #17457. Two main differences are:
- scope reduced - no unnecessary changes unrelated to the fix;
- approach taken - coin control instance now belongs to the send view.
All problems raised in #17457 reviews no longer apply due to the approach taken - https://github.com/bitcoin/bitcoin/pull/17457#pullrequestreview-319297589 and https://github.com/bitcoin/bitcoin/pull/17457#issuecomment-555920829)
No change in behavior if only one wallet is loaded.
Closes#15725.

Prior to this commit there are (imo) flaws in the behaviour of the PrivateSend tab.
- If you enter an address, label, add a recipient, do whatever in the normal Send tab its also reflected in
the PrivateSend tab
- If you select fully mixed coins in the Send tab's CoinControl they are also selected
in the PrivateSend tab if you switch over.
- If you select non-fully mixed coins in the Send tab's CoinControl you
get a warning when switching over to PrivateSend tab due to non-fully
mixed coins selected in CoinControl.
With giving the private send tab separate instances of `SendCoinsDialog` and `CCoinControl` they are independent
from each other which just makes more sense imo and by doing this the points above are solved.
I would say this just better reflects the actual behaviour of a tab.

As both are really just labels, clicking on those is not possible.
This is different in Bitcoin, where these labels are actually buttons.

Also don't use masternodeSync.IsBlockchainSynced() for now as it won't
report the blockchain being synced before the first block (or other MN
data?) arrives. This would otherwise give the impression that sync is
being stuck.
Introduce a PlatformStyle to handle platform-specific customization of
the UI.
This replaces 'scicon', as well as #ifdefs to determine whether to place
icons on buttons.
The selected PlatformStyle defaults to the platform that the application
was compiled on, but can be overridden from the command line with
`-uiplatform=<x>`.
Also fixes the warning from #6328.
QT_NO_KEYWORDS prevents Qt from defining the `foreach`, `signals`,
`slots` and `emit` macros.
Avoid overlap between Qt macros and boost - for example #undef hackiness
in #6421.
The wallet now uses the mempool fee estimator with a new
command-line option: -txconfirmtarget (default: 1) instead
of using hard-coded fees or priorities.
A new bitcoind that hasn't seen enough transactions to estimate
will fall back to the old hard-coded minimum priority or
transaction fee.
-paytxfee option overrides -txconfirmtarget.
Relaying and mining code isn't changed.
For Qt, the coin control dialog now uses priority estimates to
label transaction priority (instead of hard-coded constants);
unspent outputs were consistently labeled with a much higher
priority than is justified by the free transactions actually
being accepted into blocks.
I did not implement any GUI for setting -txconfirmtarget; I would
suggest getting rid of the "Pay transaction fee" GUI and replace
it with either "target number of confirmations" or maybe
a "faster confirmation <--> lower fee" slider or select box.
