cc61bc2e19b1c8cb32778ef42746d32b02cc2671 compat: remove glibcxx sanity checks (fanquake)
Pull request description:
These checks were added in #4339, (see also #4081), to test
our back-compat stubs, however, those stubs no-longer exist (#22930),
meaning that these checks are now just testing some specific standard
library behaviour, without a particular rationale, or reason, compared
to any other standard library functionlity we use.
There has also been some discussion about our sanity checks in the
context of the libbitcoinkernel refactoring, see https://github.com/bitcoin/bitcoin/pull/25065#discussion_r880668218.
Removing the checks removes the need to worry about atleast the
glibcxx checks.
Also remove the list of checks from the doc in `init.h`, because it is
incomplete, and anyone who wants to know what checks are included can
look at the function.

This should also enable the check for MSVC. From my reading of https://docs.microsoft.com/en-us/cpp/build/reference/zc-cplusplus?view=msvc-160 and https://devblogs.microsoft.com/cppblog/msvc-now-correctly-reports-__cplusplus/ if we set the `/Zc:__cplusplus` switch in additional options, MSVC will report the correct value for `__cplusplus`. However I have not tested this.

Compiling on Ubuntu 20.04 results in binaries that can't be run on older systems we still support (e.g. Ubuntu 16.04) and `contrib/devtools/symbol-check.py` complains about it.
Available versions for `log` for example:

The bugreport linked with this code is for an unrelated? issue, however from what I can tell the correct QTBUG is this one https://bugreports.qt.io/browse/QTBUG-20880. Reading though the discussion there, it seems that the way progress bars are animated changed in macOS 10.10.
Qt was patched [here (5.5+)](https://codereview.qt-project.org/#/c/112379/):
> Disable progress bar animations on 10.10 Yosemite and higher - the native style does not animate them any more. Keep the indeterminate progress bar animation.
Given all of that, I don't think this is worth keeping around, as it would seem to only be useful in the case that a macOS user is compiling with a Qt < 5.5. That should be pretty unlikely, as we don't support downloaded Qt binaries, and brew currently provides [5.11.1](571b46213c/Formula/qt.rb).

While this isn't a supported build configuration, some build
systems need to build without going through our autotools steps,
so defaulting to something sane may make it easier to build.
Specifically, this fixes the inability to build
rust-bitcoinconsensus on some non-x86 platforms. It needs to build
without our autotools/configure steps to ensure correct compile
args are passed from the rust build system to gcc. Converting the
args from the rust build system to gcc would be a lot of
unmaintainable work.

Makes sure binaries which are built on a newer build host still work
on older distros.
* Use python3 when installing MacOS native tools
* Move actual build logic out of Travis and upgrade to gcc-7
Travis will now simply call a few scripts which do the actual work.
These scripts will first create a "builder image" which contains the
necessary environment for the actual build. Then scripts are called
inside this builder image to do the build.
This should make us more independant from Travis and also allows us
to do local CI testing.
The build matrix is also moved out of .travis.yml and instead moved
into ci/matrix.sh. This script is sourced with only "BUILD_TARGET" being
set so that it internally can figure out which other environment
variables need to be set.
This commit also upgrades the used GCC version to 7. This is due to the
use of ubuntu:bionic as base image for the builder image.

Backwards-compatibility for libstdc++ is not limited to straightforward abi
changes. Symbol visibility also needs to be taken into consideration, and
that really can't be addressed simply.
Instead, just static-link libstdc++ for backwards-compat.
