Pull request description:

  This reduces the amount of syntax noise in the makefiles.
  Setting V=1 still enables verbose logging.

  The only noticeable difference in behavior is that, unless V=1 is specified, make won't print its own messages like
  make: Nothing to be done for 'all', make: 'all' is up to date, or touch <file>, if -t is specified.

  This change ensures print-% rule works even when there is a file that matches the target.

  environment where the build_* or host_* may not exist yet.

  Many users have reported problems that stem from having an unclean
  working tree. To that end, I've written a guix-clean script which should
  help reset the working tree while respecting user-specified precious
  directories.

  Precious directories, such as:

  - SOURCES_PATH
  - BASE_CACHE
  - SDK_PATH
  - OUTDIR

  Should be preserved when cleaning the working tree, and are thus
  recorded in ./contrib/guix/var/precious_dirs.

  The ./contrib/guix/guix-clean script is able to parse that file and make
  sure to avoid them when cleaning out the working tree.

Pull request description:

  This PR addresses a few hiccups encountered by the brave souls who've been experimenting with the Guix scripts:
  - Resolves confusion between `--cores=` and `--max-jobs=`
    - `guix`'s `--cores=` actually corresponds to make's `--jobs=`, so let's just control `--cores=` with our overridable env var
  - `git-describe` will scream `fatal: no tag exactly matches '<hash>'` when looking for a tag, but we don't care, so silence that
  - `windeploy/unsigned` should be inside `distsrc-*` and created idempotently (sorry I know this one annoyed people)
  - Add troubleshooting documentation to `README.md`
  - Add early health check for `guix-daemon` in case user forgot to start a `guix-daemon`
  - Depending on configuration, a `--fallback` flag may be needed to tell Guix to not fail if substitutes fail but fallback to building locally
  - `codesign_allocate` and `pagestuff` are now unnecessary for codesigning as we're now using `signapple`

  A few robustness changes are also included:
  - We supply the `--link-profile` flag, as some Guix packages may expect the profile to be available under `$HOME/.guix-profile`
  - We now clear and manually set all toolchain-related env vars (e.g. `C*_INCLUDE_PATH`) ourselves, after patching a Qt::moc bug
  - We use the native `clang-toolchain` package for darwin builds instead of `clang`, lining up with all our other toolchain packages.

  Finally, we restructure the guix building hierarchy such that it looks something like:

  Separating guix builds by their version identifier (basically namespacing them) allows us to change the layout in the future without worry about potential naming conflicts.

Pull request description:

  Similar to how we specify the OS's we build Qt for, specify which OS's
  we will build qrencode for (a qt dependency). This commit alone doesn't
  change anything, but when we start supporting other OS's, i.e #23948,
  where we wont support qt (or at least initially), it'll skip building
  the qrencode package, which would be unused.

  I'll rebase the other *BSD changes on top of this.

using Protobuf, remove the additional check.

  This workaround should no longer be required, as it should have only been in use when compiled with the 10.7 SDK, which we haven't been building with for a while now.

  The bugreport linked with this code is for an unrelated? issue, however from what I can tell the correct QTBUG is this one https://bugreports.qt.io/browse/QTBUG-20880. Reading though the discussion there, it seems that the way progress bars are animated changed in macOS 10.10.
  Qt was patched [here (5.5+)](https://codereview.qt-project.org/#/c/112379/):
  > Disable progress bar animations on 10.10 Yosemite and higher - the native style does not animate them any more. Keep the indeterminate progress bar animation.

  Given all of that, I don't think this is worth keeping around, as it would seem to only be useful in the case that a macOS user is compiling with a Qt < 5.5. That should be pretty unlikely, as we don't support downloaded Qt binaries, and brew currently provides [5.11.1](571b46213c/Formula/qt.rb).

Pull request description:

  This adds support for riscv32 and riscv64 builds to the depends system.

  The change consists of documentation and build system changes. The most significant change is an update of `config.sub` and `config.guess` inside zeromq patch, as the current version does not recognize the `riscv*` host tuples (there's no new version of ZeroMQ yet with newer ones).

  Good thing: RISC-V 64-bit toolchain packages can be installed out of the box on Ubuntu 18.04+.

  I would also like to add RISC-V 64-bit executables to gitian, but this will not be possible until #12511 .

63424fb26a Fix 2 common Travis failures which happen when Travis has network issues (#3003)
* Retry downloading of depends sources 3 times

* Manually invoke apt-get update and install instead of using addon

This allows us to use travis_retry on these operations.

* Add exception for depends/Makefile in .gitignore

* Remove --retry from curl call

This avoids future confusion as we don't rely on curl anymore to properly
retry downloads. curls does only retry on transient errors, while Travis
might cause all kinds of errors which circumvent the retry logic of curl.

235b3a789d depends: sanity-check sources and cached builds
In some cases (Travis), sources and build caches may be moved around in-between
builds, and we can't necessarily trust that everything is still intact.

This introduces pre-build checks that verify against stashed checksums.

Note that this will cause all sources to be re-downloaded, since cached sources
weren't trustworthy before this.

d546191dc2 depends: Move source stamps to source dir and misc cleanups
Since the last commit will force rebuilds of all depends, take the opportunity
to clean up a few other things that would trigger rebuilds as well.

- Move source stamps to the sources dir so that SOURCES_PATH is respected for
  "make download".
- Only print "fetching..." when actually downloading a file.
- Avoid using non-deterministic paths for the recipe hash (patch location).
  This should ensure that all builders get the same resulting build-ids.
- Use a per-package source paths. This will allow for removing old source files
  in the future.
- Use a host-agnostic path for downloads which gets cleaned up properly.

5f93ec2028 depends: Add a package for qt4.6. Linux uses it by default.
We're not ready to switch to a static qt5 for Linux yet due to missing plugin
support. This adds a recipe for building a shared qt4 that we build and link
against, but don't distribute.

make USE_LINUX_STATIC_QT5=1 can be used to build static qt5 as before.
