refactor: deprecate non-deterministic IS support (#5553)
## Issue being fixed or feature implemented
Non-deterministic IS locks aren't used anymore since v18 dip24.
We should drop that support to make code simpler.

## What was done?
Dropped non-deterministic IS code, `evo_instantsend_tests` and
`feature_llmq_is_migration.py` (don't need it anymore), adjusted func
tests.

## How Has This Been Tested?
all tests, synced Testnet

feat!: reuse nHighSubsidyBlocks as a starting point for a fixed nSubsidyBase value to better mimic mainnet (#5664)
## Issue being fixed or feature implemented
We need some network that mimics v20 governance budget changes a bit
better. All our networks _lower_ the budget after v20 activation while
mainnet would actually rise it.

## What was done?
Reuse `nHighSubsidyBlocks` as a starting point for a fixed nSubsidyBase
value to better mimic mainnet changes on v20.

## How Has This Been Tested?
That's a devnet-only change, so no testing yet

## Breaking Changes
Won't sync on old devnets after these changes

revert: 5636, introduce -llmqtestinstantsend and -llmqtestinstantsenddip0024 (#5654)
## Issue being fixed or feature implemented
This reverts #5636 and introduces 2 similar cmd-line/config params which
are made specifically for regtest. Turned out Platform guys actually
still need smth like that for local testing #5259.

run tests but we don't really have(/need?) tests for this.

fix: change default quorums for devnet (#5635)

To make configuring devnets more error-prune and config file shorter


## What was done?
Updated default LLMQ parameters on devnet from 50_60, 60_75, 100_67 to
`LLMQ_DEVNET` and `LLMQ_DEVNET_PLATFORM`.


## How Has This Been Tested?
not tested yet; would be tested on devnets later with next
devnet/release


## Breaking Changes
n/a for non-dev-nets; for dev-net other default quorum is used.

feat: new -llmqmnhf param for devnet (#5634)

By default consensus for devnet if 50_60 that is way too much:
```
        consensus.llmqTypeMnhf = Consensus::LLMQType::LLMQ_50_60;
```
So, `quorum list` on devnet-ouzo is empty:

Adds new -llmqmnhf param for devnet to change quorum params dynamically.

feat(llmq): Introduction of llmq_devnet_platform + update llmqPlatform from args (devnets only) (#5205)
## Issue being fixed or feature implemented
Currently, by default in devnet, the LLMQ set for Platform is
`LLMQ_100_67`.
Obviously this is too big for usual devnets, therefore the new
`LLMQ_DEVNET_PLATFORM` is created (size 12, threshold 67%).

`LLMQ_100_67` is still the default one: added possibility to overwrite
it by passing argument `-llmqplatform` (devnets only)

  Many options are extremely technical, and refer internals, making it difficult to translate usefully. This came up in discussion of e.g.  #10949. If a message is not understood by translators (which are typically end-users, not developers) they'll either translate it literally, making it harder to understand instead of easier, with the added drawback of the user no longer being able to google it.

  Also the translation was only working for bitcoin-qt as with the console programs, there is no translation backend. So it was injecting never-used translation messages for bitcoin-cli, -tx.

  For these reasons, stop translating options help completely. This should not affect the output **in any way** \* except for bitcoin-qt when a non-English language is configured in the locale.

  This implements #10962.

Fix argument handling for devnets (#3549)
* Use "devnet" instead of "dev" for network id

Otherwise one would have to use "dev.port=123" in configs, which might
be confusing as we usually name such networks "devnet".

* Fix ArgsManager::GetChainName to work with devnets again

-devnet is not a boolean arg, but a string. So we have to check for

Pull request description:

  The weekly meeting on [2017-12-07](http://www.erisian.com.au/meetbot/bitcoin-core-dev/2017/bitcoin-core-dev.2017-12-07-19.00.log.html) discussed allowing options to bitcoin to have some sensitivity to what network is in use. @theuni suggested having sections in the config file:

      <cfields> an alternative to that would be sections in a config file. and on the
                cmdline they'd look like namespaces. so, [testnet] port=5. or -testnet::port=5.

  This approach is (more or less) supported by `boost::program_options::detail::config_file_iterator` -- when it sees a `[testnet]` section with `port=5`, it will treat that the same as "testnet.port=5". So `[testnet] port=5` (or `testnet.port=5` without the section header) in bitcoin.conf and `-testnet.port=5` on the command line.

  The other aspect to this question is possibly limiting some options so that there is no possibility of accidental cross-contamination across networks. For example, if you're using a particular wallet.dat on mainnet, you may not want to accidentally use the same wallet on testnet and risk reusing keys.

  I've set this up so that the `-addnode` and `-wallet` options are `NETWORK_ONLY`, so that if you have a bitcoin.conf:

      wallet=/secret/wallet.dat
      upnp=1

  and you run `bitcoind -testnet` or `bitcoind -regtest`, then the `wallet=` setting will be ignored, and should behave as if your bitcoin.conf had specified:

      upnp=1

      [main]
      wallet=/secret/wallet.dat

  For any `NETWORK_ONLY` options, if you're using `-testnet` or `-regtest`, you'll have to add the prefix to any command line options. This was necessary for `multiwallet.py` for instance.

  I've left the "default" options as taking precedence over network specific ones, which might be backwards. So if you have:

      maxmempool=200
      [regtest]
      maxmempool=100

  your maxmempool will still be 200 on regtest. The advantage of doing it this way is that if you have `[regtest] maxmempool=100` in bitcoin.conf, and then say `bitcoind -regtest -maxmempool=200`, the same result is probably in line with what you expect...

  The other thing to note is that I'm using the chain names from `chainparamsbase.cpp` / `ChainNameFromCommandLine`, so the sections are `[main]`, `[test]` and `[regtest]`; not `[mainnet]` or `[testnet]` as might be expected.

Normally, RFC1918 (192.168.x.x/10.x.x.x/...) addresses are not allowed
to be relayed. Also, masternodes won't start when the address is considered
invalid.

This is needed to test local devnet or regtest based networks.

* Lift the requirement of minimum MN age for regtest/devnet

* Implement named devnets

This allows the creation of multiple independent devnets. Each one is
identified by a name which is hardened into a "devnet genesis" block,
which is automatically positioned at height 1. Validation rules will
ensure that a node from devnet=test1 never be able to accept blocks
from devnet=test2. This is done by checking the expected devnet genesis
block.

The genesis block of the devnet is the same as the one from regtest. This
starts the devnet with a very low difficulty, allowing us to fill up
needed balances for masternodes very fast.

Also, the devnet name is put into the sub-version of the VERSION message.
If a node connects to the wrong network, it will immediately be disconnected.

* Allow to select multiple addresses from the same group in devnet/regtest

The selection code normally only allows to select addresses from the same
group (e.g. 192.168.x.x) once. This results in connecting to only a single
node in devnet/regtest.

* Show the devnet name in the title bar and on the loading screen

59bd89f116 test: Remove UNITTEST params
UNITTEST parameter are not used by any current tests, and the model
(modifyable parameters) is inconvenient when unit-testing. As
they are stored in a global structure eevery test
would have to (re)set up its own parameters.

For consistency it is also better to test with MAIN parameters.
