Merge bitcoin/bitcoin#28304: doc: Remove confusing assert linter
fa6e6a3f03a38f8b431bf694268ed344d1815b3b doc: Remove confusing assert linter (MarcoFalke)

Pull request description:

  The `assert()` documentation and linter are redundant and confusing:

  * The source code already refuses to compile with `assert()` disabled.
  * They violate the assumptions about `Assert()`, which *requires* side effects.
  * The existing linter doesn't enforce the guideline, only checking for `++` and `--` side effects.

  Fix all issues by removing the docs and the linter. See also https://github.com/bitcoin/bitcoin/pull/26684#discussion_r1287370102

  Going forward everyone is free to use whatever code in this regard they think is the easiest to read. Also, everyone is still free to share style-nits, if they think it is a good use of their time and of the pull request author. Finally, the author is still free to dismiss or ignore this style-nit, or any other style-nit.

  - In the code style section, add a link to the internal interface exception so that people are aware of it
  - Add a "C++ functions and methods" section
  - Add a Clang `lifetimebound` attribute section

  On the way of transit from `RecursiveMutex` to `Mutex` (see #19303) it is crucial to have run-time `AssertLockHeld()` assertion that does _not_ hide compile-time Clang Thread Safety Analysis warnings.

  On master (65e4ecabd5b4252154640c7bac38c92a3f3a7018) using `AssertLockHeld()` could hide Clang Thread Safety Analysis warnings, e.g., with the following patch applied:

Moves all of the various SigningProviders out of sign.{cpp,h} and

Includes and the Makefile are updated to reflect this. Includes were largely
changed using:

* Remove CCryptoKeyStore and move all of it's functionality into CWallet

Instead of having a separate CCryptoKeyStore that handles the encryption
stuff, just roll it all into CWallet.

* Fixed cases of mess CWallet functions with CCryptoKeyStore and conflicts

* Move WatchOnly stuff from SigningProvider to CWallet

* Fixes for lint cirtular dependencies to calm linter

  Adds a context manager to easily (and selectively) profile node performance during functional test execution using `perf`.

  While writing some tests, I encountered some odd bitcoind slowness. I wrote up a utility (`TestNode.profile_with_perf`) that generates performance diagnostics for a node by running `perf` during the execution of a particular region of test code.

  `perf` usage is detailed in the excellent (and sadly unmerged) https://github.com/bitcoin/bitcoin/pull/12649; all due props to @eklitzke.

  Mandatory rules on line lengths are bad - there will always be cases where a longer line is more readable than the alternative.

  However, very long lines for no good reason _do_ hurt readability. For example, this declaration in validation.h is 274 chars:

  That won't fit on one line without wrapping on my 27" monitor with a comfortable font size. Much easier to read is something like:

  Therefore, _discourage_ (don't forbid) line lengths greater than 100 characters in our developer style guide.

  100 chars is somewhat arbitrary. The old standard was 80, but that seems very limiting with modern displays.
