refactor: make GetTxPayload return an Optional T instead of taking in a T& return (#5733)
## Issue being fixed or feature implemented
We should avoid return by reference; especially return by reference with
a bool flag indicating validity.

Instead we use a std::optional

Pull request description:

  Consensus-wise we already treat it as an unsigned integer (the
  only rules around it are in CSV/locktime handling), but changing
  the underlying data type means touching consensus code for a
  simple cleanup change, which isn't really worth it.

refactor: make all ToJson functions return a UniValue instead of return by reference; add nodiscard (#5592)
## Issue being fixed or feature implemented
Return by reference is generally not ideal, and especially as there is
only one return path per function, all returns will be done via NRVO.
Additionally, call sites are simpler now.

Refactored to return by value

5faf29d318 refactor: use scoped weak enum instead of bare values for address type
strong enums (enum class) cannot be converted implicitly to another
type, requiring you to either use a static_cast or use to_underlying,
which is a part of C++23, which this codebase doesn't support.

feat!: add an implementation of DIP 0027 Credit Asset Locks (#5026)
## Issue being fixed or feature implemented
This is an implementation of DIP0027 "Credit Asset Locks".
It's a mechanism to fluidly exchange between Dash and credits.

## What was done?
This pull request includes:
      - Asset Lock transaction
      - Asset Unlock transaction (withdrawal)
      - Credit Pool in coinbase
      - Unit tests for Asset Lock/Unlock tx
      - New functional test `feature_asset_locks.py`

RPC: currently locked amount (credit pool) is available through rpc call
`getblock`.

## How Has This Been Tested?
There added new unit tests for basic checks of transaction validity
(asset lock/unlock).
Also added new functional test "feature_asset_locks.py" that cover
typical cases, but not all corner cases yet.

## Breaking Changes
This feature should be activated as hard-fork because:
- It adds 2 new special transaction and one of them [asset unlock tx]
requires update consensus rulels
 - It adds new data in coinbase tx (credit pool)

  The current usage seems to be an overloading of meanings. `CScriptID` is used in the wallet as a lookup key, as well as a destination, and `CKeyID` likewise. Instead, have all destinations be dedicated types.

  `CKeyID`->`PKHash`

Pull request description:

  Based on conversation in #13462, it seems the serialization `GetType` has very narrow use/effect. In every case except for `CAddress`, which specifically relates to a network peer's address, not a wallet address etc., the serialized representation of an object is irrespective of its destination / type.

  This removes the unused `GetType` method from `CSizeComputer` as a step to further narrowing that use.

  Make reasoning about dependencies easier by not including unused dependencies.

  Please note that the removed headers are _not_ "transitively included" by other still included headers. Thus the removals are real.

  As an added bonus this change means less work for the preprocessor/compiler. At least 51 393 lines of code no longer needs to be processed:

  ```
  $ git diff -u HEAD~1 | grep -E '^\-#include ' | cut -f2 -d"<" | cut -f1 -d">" | \
        sed 's%^%src/%g' | xargs cat | wc -l
  51393
  ```

  Note that 51 393 is the lower bound: the real number is likely much higher when taking into account transitively included headers :-)

  Because false is synonymous with TX_NONSTANDARD, this conveys the same
  information and makes the handling explicitly based on script type,
  simplifying each call site.

  Prior to this change it was common for the return value to be ignored, or for the
  return value and TX_NONSTANDARD to be redundantly handled.

Pull request description:

  This PR contains some of the changes left as TODO in #11167 (and built on top of that PR). They are not intended for backporting.

  This removes the `CBase58`, `CBitcoinSecret`, `CBitcoinExtKey`, and `CBitcoinExtPubKey` classes, in favor of simple `Encode`/`Decode` functions. Furthermore, all Bitcoin-specific logic (addresses, WIF, BIP32) is moved to `key_io.{h,cpp}`, leaving `base58.{h,cpp}` as a pure utility that implements the base58 encoding/decoding logic.

Pull request description:

  This PR moves `FindAndDelete` and `GetOp2` out of CScript (the first is only used inside the interpreter and moved there, the second does not actually depend on any script specifics and works on any vector). Furthermore, all non-const-iterator versions of GetOp are replaced by const ones, removing a number of methods in the process.

  The longer term goal here is making the script interpreter independent from the CScript representation.

  Note for reviewers: both `FindAndDelete` and `GetScriptOp` are consensus critical.

Pull request description:

  This patch removes the need for the intermediary Base58 type `CBitcoinAddress`, by providing {`Encode`,`Decode`,`IsValid`}`Destination` functions that directly operate on the conversion between `std::string`s and `CTxDestination`.

  As a side, it also fixes a number of indentation issues, and removes probably several unnecessary implicit `CTxDestination`<->`CBitcoinAddress` conversions.

  This change is far from complete. In follow-ups I'd like to:
  * Split off the specific address and key encoding logic from base58.h, and move it to a address.h or so.
  * Replace `CTxDestination` with a non-`boost::variant` version (which can be more efficient as `boost::variant` allocates everything on the heap, and remove the need for `boost::get<...>` and `IsValidDestination` calls everywhere).
  * Do the same for `CBitcoinSecret`, `CBitcoinExtKey`, and `CBitcoinExtPubKey`.

  However, I've tried to keep this patch to be minimally invasive, but still enough to support non-Base58 addresses. Perhaps a smaller patch is possible to hack Bech32 support into `CBitcoinAddress`, but I would consider that a move in the wrong direction.

Pull request description:

  With this, the amounts returned in `decoderawtransaction` will be padded to 8 digits like anywhere else in the API.

  This is accomplished by using `ValueFromAmount` in `TxToUniv`, instead of `FormatMoney` which it currently (mistakingly) uses. The `FormatMoney` function is only for debugging/logging use!

  To avoid dependency issues, `ValueFromAmount` is moved to `core_write.cpp`, where it also fits better. I don't move `AmountFromValue` to `core_read.cpp` at the same time, as this would have more impact due to the RPCError dependency there.

  (n.b.: large number of changed files is solely due to the util_tests JSONs needing update)
