When analysing includes in the project it is often assumed that the preferred bracket include syntax (`#include <foo.h>`) mentioned in `developer-docs.md` is used consistently. @sipa:s excellent circular dependencies script [`circular-dependencies.py`](50c69b7801/contrib/devtools/circular-dependencies.py) (#13228) is an example of a script making this reasonable assumption.
This PR enables automatic Travis checking of the include syntax making sure that the bracket syntax includes (`#include <foo.h>`) is used consistently.

This change consists of three commits:
* The first commit is a pure refactoring that removes the restriction that two wallets can only be opened at the same time if they are contained in the same directory.
* The second commit removes the restriction that `-wallet` filenames can only refer to files in the `-walletdir` directory.
* The third commit makes second commit a little safer by changing bitcoin to create wallet databases as directories rather than files, so they can be safely backed up.
All three commits should be straightforward:
* The first commit adds around 20 lines of new code and then updates a bunch of function signatures (generally updating them to take plain fs::path parameters, instead of combinations of strings, fs::paths, and objects like CDBEnv and CWalletDBWrapper).
* The second commit removes two `-wallet` filename checks and adds some test cases to the multiwallet unit test.
* The third commit just changes the mapping from specified wallet paths to bdb environment & data paths.

This commit adds a boolean option `-peersendreject`, defaulting to `1`, that can be used to disable the sending of [BIP61](https://github.com/bitcoin/bips/blob/master/bip-0061.mediawiki) `reject` messages. This functionality has been requested for various reasons:
- security (DoS): reject messages can reveal internal state that can be used to target certain resources such as the mempool more easily.
- bandwidth: a typical node sends lots of reject messages; this counts against upstream bandwidth. Also the reject messages tend to be larger than the message that was rejected.
On the other hand, reject messages can be useful while developing client software (I found them indispensable while creating bitcoin-submittx), as well as for our own test cases, so whatever the default becomes on the long run, IMO the functionality should be retained as option. But that's a discussion for later, for now it's simply a node operator decision.
Also adds a RPC test that checks the functionality.

The original osslsigncode project (https://sourceforge.net/projects/osslsigncode/) has been marked as abandonware,
"This is now - and has been for a long while - abandonware. Feel free to create your own forks etc.".
However, a fork at https://github.com/mtrojnar/osslsigncode has emerged that has incorporated
theuni's patches, updated the tool to work with OpenSSL 1.1 and made other improvements.
This commit switches the windows signer descriptor to use this new version of osslsigncode.

- The first commit doesn't change behavior at all, just simplifies code.
- The second commit just changes RPC methods to treat null arguments the same as missing arguments instead of throwing type errors.
- The third commit updates developer notes after the cleanup.
- The forth commit does some additional code cleanup in `getbalance`.

With this, the amounts returned in `decoderawtransaction` will be padded to 8 digits like anywhere else in the API.
This is accomplished by using `ValueFromAmount` in `TxToUniv`, instead of `FormatMoney` which it currently (mistakingly) uses. The `FormatMoney` function is only for debugging/logging use!
To avoid dependency issues, `ValueFromAmount` is moved to `core_write.cpp`, where it also fits better. I don't move `AmountFromValue` to `core_read.cpp` at the same time, as this would have more impact due to the RPCError dependency there.
(n.b.: large number of changed files is solely due to the util_tests JSONs needing update)

* Remove ppszTypeName from protocol.cpp and reimplement GetCommand
This removes the need to carefully maintain ppszTypeName, which required
correct order and also did not allow to permanently remove old message
types.
To get the command name for an INV type, GetCommandInternal uses a switch
which needs to be maintained from now on.
The way this is implemented also resembles the way it is implemented in
Bitcoin today, but it's not identical. The original PR that introduced the
switch case in Bitcoin was part of the Segwit changes and thus never got
backported. I decided to implement it in a slightly different way that
avoids throwing exceptions when an unknown INV type is encountered.
IsKnownType will now also leverage GetCommandInternal() to figure out if
the INV type is known locally. This has the side effect of old/legacy
message types to return false from now on. We will depend on this side
effect in later commits when we remove legacy InstantSend code.
* Stop handling/relaying legacy IX messages
When we receive an IX message, we simply treat it as a regular TX and relay
it as such.
We'll however still request IX messages when they are announced to us. We
can't simply revert to requesting TX messages in this case as it might
result in the other peer not answering due to the TX not being in mapRelay
yet. We should at some point in the future completely drop handling of IX
messages instead.
