Pull request description:

  I found the `extended-lint-cppcheck` linter still uses `std=c++11` when reviewing #20471. The only difference in the output after this change is one line is missing:

  ```
  src/script/descriptor.cpp:159:5: warning: Struct 'PubkeyProvider' has a constructor with 1 argument that is not explicit. [noExplicitConstructor]
  ```

  After some digging, I am still not sure why this one is ignored with c++17 when 40 other`noExplicitConstructor` warnings were still appearing.

  In the second commit, I fix these warnings, adding `explicit` where appropriate and adding fixes to ignore otherwise.

  Updates `tinyformat.h` to commit c42f/tinyformat@689695c upstream. Including:

  5d9e05a347
  48e2e48789

  @achow101 mentioned that since upgrading to Ubuntu 17.10 (GCC 7), tinyformat had been throwing lots of -Wimplicit-fallthrough warnings. However fallthrough warnings should have been silenced by #10489. cc @theuni.

  The upstream commit to fix fallthrough warnings is in this PR https://github.com/c42f/tinyformat/pull/39.

  The last time tinyformat.h was updated in this repo was in #8274.

* Don't use short version of 'tinyformat/fmt' namespace in util.h

Clion is not able to parse this correctly and messes up all the syntax
checks, marking large parts of C++ files as syntactically invalid, making
it hard to find real syntax errors without trying compilation.

* Also use full namespace name for strprintf in tinyformat.h

1b8fd35aad Make tinyformat errors raise an exception instead of assert()ing
By default tinyformat errors such as 'wrong number of conversion
specifiers in format string' cause an assertion failure.

Raise an exception instead so that error handling can recover or can
show an appropriate error.
