It seems as EHF signal will be mined before node is updated, this signal is lost and node can't activate hard-fork anymore.
## What was done?
EHF signals doesn't expire anymore.
To avoid full re-index key in database is changed.
Client with enabled "pruned mode" will be required to do re-index.
Alternate solution - revert this commit 4b046bb608 and introduce time-out for expiring EHF signals.
## How Has This Been Tested?
Test on my local instance with testnet and mainnet.
Testing on miner-1 on testnet is done.
First start of miner took 50 seconds, 29 of them the node was re-scanning blockchain and looking for EHF transaction
## Breaking Changes
It requires re-index for nodes with enabled pruning of blocks.

This is a refactoring change. So I have read the following and will try to answer why this change should be accepted

changes are usually rejected.
I have noticed in https://github.com/bitcoin/bitcoin/pull/26899#discussion_r1086731856 that the helper message for `-listen` does not use string interpolation.
That confused me and I wasn't sure what the reasons for that are. So it could be argued this confusion (by possibly many people in the past and in the future) may already be enough to accept this change.
However, not accepting this means that if `DEFAULT_LISTEN` is ever changed, this helper message will still use the old value (however unlikely that may be).
Therefore, this PR makes the helper message consistent with how other helper messages are implemented (using string interpolation) which leads to less confusion and prevents possibly wrong documentation in the future.

## Additional Information
* When backporting [bitcoin#23046](https://github.com/bitcoin/bitcoin/pull/23046), it was discovered that there has been a longstanding bug in `CDeterministicMNManager::MigrateDBIfNeeded`(`2`)`()` that flagged a database taken from an older version for failing its "previous migration attempt", requiring the database to be fully rebuilt through a reindex.
This occurred because the older database would be read pre-DIP3 in `MigrateDBIfNeeded()`, which then caused the migration logic to write the new best block ([source](3f0c2ff324/src/evo/deterministicmns.cpp (L1236-L1241))) (the legacy best block is erased before the DIP3 condition is checked, [source](3f0c2ff324/src/evo/deterministicmns.cpp (L1233))) but while it completed the transaction ([source](3f0c2ff324/src/evo/deterministicmns.cpp (L1240))), critically, it didn't write it to disk (example of writing to disk, [here](3f0c2ff324/src/evo/deterministicmns.cpp (L1288-L1292))).
This meant that when it was read again by `MigrateDBIfNeeded2()`, it saw three things a) there is no new best block (because it didn't get written), b) there is no legacy best block (because it gets erased before the new best block is written) and c) that the chain height is greater than 1 (since this isn't a new datadir and the chain has already advanced), it concludes that it was a botched migration attempt and fails ([source](3f0c2ff324/src/evo/deterministicmns.cpp (L1337-L1343))).
This bug affects v19 to `develop` (`3f0c2ff3` as of this writing) and prevents `feature_txindex_compatibility.py` from working as expected as it would migrate legacy databases to newer versions to test txindex migration code and get stuck at unhappy EvoDB migration logic, to allow the test to function properly when testing against the latest version of the client, this bug has been fixed as part of this PR.
* In [bitcoin#23046](https://github.com/bitcoin/bitcoin/pull/23046), version v0.17 was used as the last version to support legacy txindex as the updated txindex format was introduced in [dash#4178](https://github.com/dashpay/dash/pull/4178) (i.e. after v0.17) and the version selected for having migration code in it (note, migration code was removed in [dash#6296](https://github.com/dashpay/dash/pull/6296), so far not included as part of any release) was v18.2.2 despite the range being v18.x to v21.x was a) due to the bug mentioned above affecting v19.x onwards and b) v18.2.2 being the latest release in the v18.x lifecycle.
* The specific version number used for v0.17 is `170003` as the binaries corresponding to `170000` are not populated in `releases/`, which causes a CI failure ([source](https://gitlab.com/dashpay/dash/-/jobs/8073041955#L380))
* As of `develop` (`3f0c2ff3` as of this writing), `feature_pruning.py` was broken due to changes in Core that were not adjusted for, namely:
* The enforcement of `MAX_STANDARD_TX_SIZE` ([source](3f0c2ff324/src/policy/policy.h (L23-L24))) from DIP1 onwards ([source](3f0c2ff324/src/validation.cpp (L299-L301))) resulting in `bad-txns-oversize` errors in blocks generated for the test as the transactions generated are ~9.5x larger than the now-enforced limit ([source](3f0c2ff324/test/functional/feature_pruning.py (L48C51-L48C57))), this is resolved by pushing the DIP1 activation height upwards to `2000` (the same activation height used for DIP3 and DIP8).
* Change in subsidy logic in v20 ([source](3f0c2ff324/src/validation.cpp (L1073-L1082))) that results in `bad-cb-amount` errors, this is resolved by pushing the v20 activation height upwards.
Additionally, an inopportune implicit post-`generate` sync ([source](3f0c2ff324/test/functional/feature_pruning.py (L215))) also causes the test to fail. Alongside the above, they have been resolved in this PR.
* As of `develop` (`3f0c2ff3` as of this writing), `bench_dash` crashes when running the `AssembleBlock` benchmark. The regression was traced back to [bitcoin#21840](https://github.com/bitcoin/bitcoin/pull/21840) (5d10b41) in [dash#6152](https://github.com/dashpay/dash/pull/6152) due to the switch to `P2SH_OP_TRUE`.
This has been resolved by reverting this particular change.

This PR is preparation for bitcoin#19668, otherwise impossible to make lock annotations for CGovernanceManager properly.
## What was done?
1. object mn_sync and peerman is pass to many methods of CGovernanceManager instead passing it to constructor.
2. methods of class CSuperblockManager moved to CGovernanceManager where they belongs to.
3. removed `CSuperblock::GetGovernanceObject` which makes a lot of mess with annotations of `govman.cs`
And minor relevant improvements: moved ScopedLockBool from header to implementation, added multiple `const` for methods, added one more file `flat-database.h` to non-backported list

* When backporting [bitcoin#24789](https://github.com/bitcoin/bitcoin/pull/24789), `-txindex=0` had to be appended to the arguments passed in `feature_reindex.py` as unlike Bitcoin ([source](dac44fc06f/src/validation.h (L83))), Dash enables the transaction index by default ([source](74e54b8a12/src/validation.h (L94))).
As having the index enabled when using `-reindex-chainstate` is now prohibited, without this change, the test will crash.

## Motivation
This pull request achieves the goal originally set out in [dash#5167](https://github.com/dashpay/dash/pull/5167), to migrate the base of our Statsd client implementation to one that is actively maintained. Statoshi ([source](54c3ffdcf0/src/statsd_client.cpp)) utilizes [talebook/statsd-client-cpp](https://github.com/talebook/statsd-client-cpp), which in turn is inherited by Dash.
As Statsd is the only cross-platform reporting mechanism available (USDT requires a Linux host with superuser privileges and RPCs don't provide as much flexibility as desired), emphasis is placed on using Statsd as the primary way for the Dash daemon to report metrics related to node and network health.
As part of maintaining our Statsd client, this PR aims to migrate the base of our implementation to [vthiery/cpp-statsd-client](https://github.com/vthiery/cpp-statsd-client), a streamlined implementation that embraces C++11 with a thread-safe implementation of queueing and batching, which reduces the number of packets used to transmit stats.
These capabilities are optional and users can opt not to use them by setting `-statsduration=0` to disable queueing (which will also disable batching) or `-statsbatchsize=0`, which will disable batching (but will not disable queueing unless requested explicitly).

* Dependent on https://github.com/dashpay/dash/pull/5167
* `RawSender` (and by extension, `RawMessage`) strive to remain as unopinionated as possible, moving the responsibility to construct valid Statsd messages onto `StatsdClient`. This is to ensure that `RawSender` can be reused down the line or independently extended without impacting the Statsd client.
* `RawMessage` exists to provide extensions to `std::vector<uint8_t>` that make it easier to abstract away strings while also implementing some of its semantics like `append()` (and its alias, `+=`).
* `InitStatsClient()` was introduced to keep `StatsdClient` indifferent to _how_ arguments are obtained and sanitized before they're supplied to the constructor. This is to keep it indifferent to all the backwards-compatibility code for deprecated arguments still work.
* When constructing the Statsd message, we can use `%f` without having to specify a precision as tinyformat automatically assumes a precision of 6 ([source](17110f50b3/src/tinyformat.h (L673))) and problems don't seem to be observed when using `%f` with integers ([source](https://github.com/dashpay/dash/pull/6267#issuecomment-2345592051)).
* As a guardrail, there is a `static_assert` to ensure that a specialization of `send()` involving a non-arithmetic type will raise alarm when compiling ([source](a0ce720207/src/stats/client.cpp (L145))).
## Breaking changes
* `-statsenabled` (replaced with specifying `-statshost`), `-statshostname` (replaced by `-statssuffix`) and `-statsns` (replaced by `-statsprefix`) have been deprecated and will be removed in a future release.

`statsns`, aside from being an unclear name, in its default behaviour,
doesn't use the namespace delimiter contaminates the root namespace
of the key.
Let's take care of that by deprecating `statsns` with its replacement,
`statsprefix`, that behaves properly.
`statshostname` implies that alongside specifying the host, the user
needs to specify a separate "hostname" field in order to connect when
in fact, it is an entirely optional suffix field applied to stats keys.
Rename it to `statssuffix` and deprecate `statshostname`, the latter
will be removed in a subsequent major release.
This is to avoid the odd circumstance where stats don't work because you
specified everything but didn't explicitly enable it. Using
`-statsenabled` has been deprecated and will be removed in the next
major release.

## Additional Information
Support for transmitting stats to a Statsd server has been courtesy of Statoshi ([repo](https://github.com/jlopp/statoshi)), implemented Dec, 2020 by [dash#2515](https://github.com/dashpay/dash/pull/2515) but since then, it hasn't gotten much attention aside from benefiting from codebase-wide changes and the occasional compiler appeasement. This pull request aims to give our statistics code some TLC.
Changes include:
* Limiting initialization to solely during construction and moving the responsibility of fetching arguments outside of `statsd::StatsdClient`.
* Using the RAII `Socks` wrapper as early as possible (we still need to construct a raw socket ourselves but this is done in the initializer and control is moved to the wrapper and everywhere else, the wrapper is used)
* Utilizing existing networking code to generate the socket address
* This lets us trivially allow IPv6 connections as the responsibility to construct it safely is moved to `CService`.
* Using `std::string` and our string manipulation capabilities (replacing `snprintf` with `strprintf`), replacing platform-specific types (replacing `short` with `uint16_t`).
