`Params()` should be const; global variable `CMNHFManager` is a better
out-come.
## What was done?
The helpers and direct calls of `UpdateMNParams` for each block to
update non-constant member in `Params()` is not needed anymore. Instead
`CMNHFManager` takes cares about status of Signals for each block,
update them dynamically and save in evo db.
## How Has This Been Tested?
Run unit/functional tests.
## Breaking Changes
Changed rpc `getblockchaininfo`.
the field `ehf` changed meaning: it's now only a flag -1/0; but it is
introduced a new field `ehf_height` now that a height.

## Issue being fixed or feature implemented
Some headers or modules are used objects from STL without including it
directly, it cause compilation failures on some platforms for some
specific compilers such as #5554
## What was done?
Added missing includes and removed obsolete includes for `optional`,
`deque`, `tuple`, `unordered_set`, `unordered_map`, `set` and `atomic`.
Please, note, that this PR doesn't cover all cases, only cases when it
is obviously missing or obviously obsolete.
Also most of changes belongs to to dash specific code; but for cases of
original bitcoin code I keep it untouched, such as missing <map> in
`src/psbt.h`
I used this script to get a list of files/headers which looks suspicious

When writing tests, often includes need to be added or removed. Currently the list of includes is not sorted, so developers that write tests and have `clang-format` installed will either have an unrelated change (sorting) included in their commit or they will have to manually undo the sort.
This pull preempts both issues by just sorting all includes in one commit.
Please be aware that this is **NOT** a change to policy to enforce clang-format or any other developer guideline or process. Developers are free to use whatever tool they want, see also #18651.
Edit: Also includes a commit to bump the copyright headers, so that the touched files don't need to be touched again for that.

parts of `CChainParams` are deprecated and can be removed.
## What was done?
1. removed methods from `CChainParams` that have no implementation at
all:
- UpdateSubsidyAndDiffParams
- UpdateLLMQChainLocks
- UpdateLLMQTestParams
- UpdateLLMQDevnetParams
2. removed method `BIP9CheckMasternodesUpgraded` from `CChainParams` and
a flag `check_mn_protocol` from `versionbitsinfo`.

A small follow-up to #17165 which removed BIP70 support.
1. Removes one leftover mention of BIP70 in a comment.
2. Removes BIP70 reference in comments on network/chain name strings. These can be removed as they are not really helpful and also incorrect: BIP70 only defines "main" and "test" but not "regtest". If/When signet gets merged we will add another name to the list that is not defined in BIP70. Mostly there is also an exhaustive list of the options included in the comment anyway.
If we would like to keep an identifier for this naming scheme, I would suggest switching to something more generic, like 'short chain name'. Happy to implement that if that is preferred. Alternatively, we could add a reference to `CBaseChainParams`. That would also mean we don't have to change these lines again for signet.

* refactor: use a vector instead of map for llmqs
this is a valuable refactor for a number of reasons.
it forces the removal of more verbose `Params().GetConsensus().llmqs.count` and instead call to `Params().HasLLMQ()`
`llmqs` is now stored in contiguous memory (which hopefully means better lookup time / iteration time)
std::vector is much more constexpr friendly, and normally is better optimized

Mostly, I layed out the concept to open the PR for refinement and getting feedback if the approach is okay. Changes are expected.
Two points:
- The values for both new consts `TESTNET_BLOCK_CHAIN_SIZE` and `TESTNET_CHAIN_STATE_SIZE` is certainly not optimal; I just checked the size of my testnet3 related dirs and set them to little bit higher values. Which values should be used?
- Should we do something like this to regtest? Or these "niceties" do not matter when on regtest?

Pull request description:
4440710 broke inserting entries into addrman from dnsseeds which
did not support service bits, as well as static seeds. Static seeds
were already being filtered by UA for 0.13.1+ (ie NODE_WITNESS), so
simply changing the default service bits to include NODE_WITNESS
(and updating docs appropriately) is sufficient. For DNS Seeds, not
supporting NODE_WITNESS is no longer useful, so instead use
non-filtering seeds as oneshot hosts irrespective of named proxy.
I've set my testnet-seed to also support x9, though because it is simply a static host, it may be useful to leave the support off so that it is used as a oneshot to get addresses from a live node instead. I'm fine with either.
