## Issue being fixed or feature implemented
Current implementation of MnEhfTx is not matched with DIP-0023, this PR
fixes it. It is a prior work for
https://github.com/dashpay/dash/pull/5469
## What was done?
- requestID is fixed from `clsig{quorumHeight}` to `mnhf{versionBit}` +
fixes for signature validation properly
- v20 is minimal height to accept MnEHF special transactions
- versionBit is not BLS version - removed unrelated wrong code and
validations
- TxMempool will accept MnEHF transaction even if inputs/outputs are
zeroes and no fee
- implemented python's serialization/deserialization of MnEHF
transactions for future using in functional tests
## How Has This Been Tested?
Run functional/unit tests. Beside that there's new functional test in
https://github.com/dashpay/dash/pull/5469 that actually test format of
transaction and signature validation - to be merged later.
## Breaking Changes
Payload of MnEhf tx is changed, related consensus rules are changed.

## Issue being fixed or feature implemented
This is an implementation of DIP0027 "Credit Asset Locks".
It's a mechanism to fluidly exchange between Dash and credits.
## What was done?
This pull request includes:
- Asset Lock transaction
- Asset Unlock transaction (withdrawal)
- Credit Pool in coinbase
- Unit tests for Asset Lock/Unlock tx
- New functional test `feature_asset_locks.py`
RPC: currently locked amount (credit pool) is available through rpc call
`getblock`.
## How Has This Been Tested?
There added new unit tests for basic checks of transaction validity
(asset lock/unlock).
Also added new functional test "feature_asset_locks.py" that cover
typical cases, but not all corner cases yet.
## Breaking Changes
This feature should be activated as hard-fork because:
- It adds 2 new special transaction and one of them [asset unlock tx]
requires update consensus rulels
- It adds new data in coinbase tx (credit pool)

Pull request description:
Carries out some remaining tidy-ups remaining after PR 15141:
- split ValidationState into TxValidationState and BlockValidationState (commit from ajtowns)
- various minor code style tidy-ups to the ValidationState class
- remove the useless `ret` parameter from `ValidationState::Invalid()`
- remove the now unused `first_invalid` parameter from `ProcessNewBlockHeaders()`
- remove the `fMissingInputs` parameter from `AcceptToMemoryPool()`, and deal with missing inputs the same way as other errors by using the `TxValidationState` object.
Tip for reviewers (thanks ryanofsky!): The first commit ("[validation] Add CValidationState subclasses" ) is huge and can be easier to start reviewing if you revert the rote, mechanical changes:

We no longer send BIP 61 REJECT messages, so there's no need to set
a REJECT code in the CValidationState object.
Note that there is a minor bug fix in p2p behaviour here. Because the
call to `MaybePunishNode()` in `PeerLogicValidation::BlockChecked()` only
previously happened if the REJECT code was > 0 and < `REJECT_INTERNAL`,
then there are cases were `MaybePunishNode()` can get called where it
wasn't previously:
- when `AcceptBlockHeader()` fails with `CACHED_INVALID`.
- when `AcceptBlockHeader()` fails with `BLOCK_MISSING_PREV`.
Note that `BlockChecked()` cannot fail with an 'internal' reject code. The
only internal reject code was `REJECT_HIGHFEE`, which was only set in
ATMP.
This reverts a minor bug introduced in 5d08c9c579.

Based on conversation in #13462, it seems the serialization `GetType` has very narrow use/effect. In every case except for `CAddress`, which specifically relates to a network peer's address, not a wallet address etc., the serialized representation of an object is irrespective of its destination / type.
This removes the unused `GetType` method from `CSizeComputer` as a step to further narrowing that use.

As a follow up to CVE-2018-17144, this removes the unused `fCheckDuplicateInputs` parameter and explains why the test can not be disabled. Apart from protecting against a dumb accident in the future, this should document the logic in the code. There is a technical write-up that explains how the underlying coins database behaves if this test is skipped: https://bitcoincore.org/en/2018/09/20/notice/#technical-details. However, it does not explicitly mention why the test can not be skipped. I hope my code comment does that.

Added comments to explicitly mention CVE-2018-17144 and CVE-2012-2459, for more complete documentation.
This improves developer experience by making understanding the tests easier.
