Separated from #8994 as suggested by MarcoFalke and Sjors in https://github.com/bitcoin/bitcoin/pull/8994#issuecomment-522555390
You can't really test the qt changes on their own, so to test them, use #8994 .

Pull request description:
If `bitcoind` is processing 16 RPC requests, attempting to submit another request using `bitcoin-cli` produces this less-than-helpful error message: `error: couldn't parse reply from server`. This PR changes the error to: `error: server response: Work queue depth exceeded`.

7eab781a145a35d0373c4ab4d237a82b4919e88d rpc: Set HTTP Content-Type in bitcoin-cli (Wladimir J. van der Laan)
Pull request description:
We don't set any `Content-Type` in the client. It is more consistent with our other JSON-RPC use to set it to `application/json`.
Note that our server doesn't enforce content types, so it doesn't make a difference in practice. But it is fairly strange HTTP behavior to not set it at all for a POST request.
This came up in #18950.

Remove unnecessary dependencies for bitcoin-cli
(leveldb, berkelydb, wallet, RPC server)
Build system changes:
- split libbitcoin.a into libbitcoin_common.a, libbitcoin_server.a and
libbitcoin_cli.a
Code changes (movement only):
- split up HelpMessage into HelpMessage in init.cpp and HelpMessageCli
in rpcclient.cpp
- move uiInterface from init.cpp to util.cpp
The SelectParamsFromCommandLine call was missing in bitcoin-cli,
which caused `-testnet` and `-regtest` to be ignored. Add this
call just like in bitcoind.cpp.
Split bitcoinrpc up into
- rpcserver: bitcoind RPC server
- rpcclient: bitcoin-cli RPC client
- rpcprotocol: shared common HTTP/JSON-RPC protocol code
One step towards making bitcoin-cli independent from the rest
of the code, and thus a smaller executable that doesn't have to
be linked against leveldb.
This commit only does code movement, there are no functional changes.
Use misc methods of avoiding unnecesary header includes.
Replace int typedefs with int##_t from stdint.h.
Replace PRI64[xdu] with PRI[xdu]64 from inttypes.h.
Normalize QT_VERSION ifs where possible.
Resolve some indirect dependencies as direct ones.
Remove extern declarations from .cpp files.
This adds an executable `bitcoin-rpc` that only serves as a Bitcoin RPC
client.
The commit does not remove RPC functionality from the `bitcoind` yet,
this functionality should be deprecated but is left for a later version
to give users some time to switch.
