e6b699bc26 Enforce MN and superblock payments in same block
1. Enforce payment to masternodes in IsBlockPayeeValid even if superblocks
   are triggered. This new rule only gets activated when spork15 activates.

2. Always enforce masternode payments when spork15 is activated and ignore
   spork8 in that case. spork8 can be removed after spork15 activation
   and hardening of the spork15 height into consensus params.

* Split keyIDMasternode into keyIDOwner/keyIDOperator/keyIDVoting

keyIDOwner is the key used for things which should stay in control of the
collateral owner, like proposal voting.

keyIDOperator is the key used for operational things, like signing network
messages, signing trigger/watchdog objects and trigger votes.

keyIDVoting is the key used for proposal voting

Legacy masternodes will always have the same key for all 3 to keep
compatibility.

Using different keys is only allowed after spork15 activation.

* Forbid reusing collateral keys for operator/owner keys and vice versa

* Bump SERIALIZATION_VERSION_STRING in CMasternodeMan

* Prepare for DIP3 operator reward payments and switch to array in getblocktemplate

This commit allows to later split MN rewards into multiple recipients, e.g.
the owner reward and operator reward. It also updates the getblocktemplate
output to return an array of MN payments instead of a single entry.

This should allow MN miners and pool operators to prepare themself for the
upcoming changes in regard to operator rewards.

* Consider all masternode payments when looking for a known masternode

4d3518fe04 Refactor MN payee logic in preparation for DIP3 (#2215)
* Refactor block payee filling/validation

1. Move out old budget validation into it's own function (IsOldBudgetBlockValueValid)
2. Refactor IsBlockValueValid to bail out early instead of using deep
   nested if/else blocks. IMHO, I feel that this makes the code much easier
   to read and less error prone.
3. Refactor/rename CreateSuperblock and CMasternodePayments::FillBlockPayee
   to be getters without actually modifying the coinbase TX. The coinbase
   is now only modified from the global FillBlockPayments function. Makes
   later changes in DIP3 easier (allowing superblock and MN rewards in same block)

* Use __func__ for logging in block payee code

* Fix code style nit

8ee9333bc2 remove boost dependency from Dash-specific code (#2072)
* replace boost casts in dash-specific code

Specifically for spork.cpp : this should be temporary until all spork
sigs are based on hash and not string serialization format, after which
I expect the old signatures (else branch) should go away altogether. But
I still think it's worth it to get pieces of the boost dependency
removed, and this is an easy win, and could be merged now or in a patch
release w/o issue.

Reject Dash-specific messages from obsolete peers (#1983)
And send REJECT msg back to the peer we received the original message from.
Same logic as for MIN_PEER_PROTO_VERSION but using specific proto versions for each submodule.

19ea1a7918 Use operator[] instead of emplace in CMasternodePayments::AddPaymentVote (#1980)
Found this when running dip3 integration tests. Votes stopped being
propagated.

When NetMsgType::MASTERNODEPAYMENTVOTE is handled, the payment vote is
already added to mapMasternodePaymentVotes and then marked as not verified.

When AddPaymentVote is then called shortly after that, the emplace does not
update the already added vote.

The real problem here is actually something different. AddPaymentVote is
named badly (should be more like AddOrUpdatePaymentVote) which resulted in
the non-obvious error while refactoring this code (who could have known
that we rely on that side effect?). So I renamed that method as well now.

Improve sync (#1779)

753b1e486b Eliminate remaining uses of g_connman in Dash-specific code. (#1635)
This monstrous change eliminates all remaining uses of
g_connman global variable in Dash-specific code.

Unlike previous changes eliminating g_connman use
that were isolated to particular modules, this one covers
multiple modules simultaneously because they are so interdependent
that change in one module was quickly spreading to others.

This is mostly invariant change that was done by
* changing all functions using g_connman to use connman argument,
* changing all functions calling these functions to use connman argument,
* repeating previous step until there's nothing to change.

After multiple iterations, this process converged to final result,
producing code that is mostly equivalent to original one, but passing
CConnman instance through arguments instead of global variable.

The only exception to equivalence of resulting code is that I had to
create overload of CMasternodeMan::CheckAndRemove() method without arguments
that does nothing just for use in CFlatDB<CMasternodeMan>::Dump() and
CFlatDB<CMasternodeMan>::Load() methods.
Normal CMasternodeMan::CheckAndRemove() overload now has argument of
CConnman& type and is used everywhere else.

The normal overload has this code in the beginning:

    if(!masternodeSync.IsMasternodeListSynced()) return;

Masternode list is not synced yet when we load "mncache.dat" file,
and we save "mncache.dat" file on shutdown, so I presume that it's OK
to use overload that does nothing in both cases.

105713c10a Sync overhaul (#1564)
* Change sync process:
- IsBlockchainSynced(): drop CheckNodeHeight() and all complicated code, use fInitialDownload in UpdatedBlockTip() to switch initial states
- ProcessTick(): detect sleep mode like it was in IsBlockchainSynced(), not by number of masternodes

* Changes for sync in governance:
- do not keep sync alive on ConfirmInventoryRequest()
- skip some governance actions until we are synced to some level

* do not run CMasternodeMan::UpdateLastPaid() until winners list is synced

* start syncing mn list on the same node right after requesting sporks

* replace nTimeLast<Asset> with the unified nTimeLastBumped, bump on UpdatedBlockTip

b621cfb5fb Backport Bitcoin PR#8708: net: have CConnman handle message sending (#1553)
* serialization: teach serializers variadics

Also add a variadic CDataStream ctor for ease-of-use.

* connman is in charge of pushing messages

The changes here are dense and subtle, but hopefully all is more explicit
than before.

- CConnman is now in charge of sending data rather than the nodes themselves.
  This is necessary because many decisions need to be made with all nodes in
  mind, and a model that requires the nodes calling up to their manager quickly
  turns to spaghetti.

- The per-node-serializer (ssSend) has been replaced with a (quasi-)const
  send-version. Since the send version for serialization can only change once
  per connection, we now explicitly tag messages with INIT_PROTO_VERSION if
  they are sent before the handshake. With this done, there's no need to lock
  for access to nSendVersion.

  Also, a new stream is used for each message, so there's no need to lock
  during the serialization process.

- This takes care of accounting for optimistic sends, so the
  nOptimisticBytesWritten hack can be removed.

- -dropmessagestest and -fuzzmessagestest have not been preserved, as I suspect
  they haven't been used in years.

* net: switch all callers to connman for pushing messages

Drop all of the old stuff.

* drop the optimistic write counter hack

This is now handled properly in realtime.

* net: remove now-unused ssSend and Fuzz

* net: construct CNodeStates in place

* net: handle version push in InitializeNode
