a2c820c9f0 ci: skip symbol checks on runtime sanitizer-enabled builds
TSan builds export all sorts of symbols that aren't part of the
allowlist and report sanitizer failures when enabled with glibc
compatibility enabled.

The result of `check-symbols` is valuable but Bitcoin does not
run them during their CI runs and for certain developer-oriented
builds, it's proving to be more of an obstruction. It will still
be enabled for all other builds and will prove to be important
in backporting Guix pull requests, a finger on the pulse, but that
doesn't apply to dev-oriented builds.

ci: build TSan with clang 15 and add -Werror=thread-safety, fix-up stacktraces (#5375)
## Description

Pull request was inspired by the need to debug lock problems when
working on https://github.com/dashpay/dash/pull/5352.

As far as I'm aware, only macOS has `-Werror=thread-safety` as part of
its default `CXXFLAGS` despite the capability being present on Linux as
well. This PR introduces thread safety checks for that into our thread
sanitizer build.

Additionally, since we're using Clang, something that on first glimpse,
appears to be something that `stacktraces.cpp` isn't happy with, due to
`-Wl,-wrap` being available only on GCC, that no longer seems to be the
case, since the version of Clang with comes with `focal`, its `lld`
_does_ have support for `-wrap` (see [man page for `lld` on
`focal`](https://manpages.ubuntu.com/manpages/focal/en/man1/lld.1.html)).

The current `stable` version of Clang/LLVM is 15, at the time of this
pull request (see https://apt.llvm.org/) but `focal` ships with an older
version, requiring us to use the official LLVM APT repository. I feel we
should be testing with recent compilers alongside the ones shipped by
LTS distributions.

Certain bugs are only made apparent when testing on rolling release
distros or distros that have faster update cycles, like Fedora (see
https://github.com/dashpay/dash/pull/5295 for an illustration of that),
which ship with more recent compilers. Until we overhaul our CI systems
to test using those distros directly (our current infrastructure is
centered around using a "development image" with an LTS distro as the
base), this is the best we can do.

A similar pull request testing against the latest GCC stable will be
welcome as that is currently outside the scope of this PR as the changes
made were to make sure that builds were operating as expected on
Clang/LLVM 15.

Pull request description:

  Now that the ci system no longer propagates files from the docker container back to the host, the wrap-qemu script is broken.

  To fix it, every statement in the script needs to be executed in the docker (with `DOCKER_EXEC`). Instead of juggling with triple escape sequences like `\\\"`, just move the script to a separate file and call it with `DOCKER_EXEC`.

  Also, fix a bunch of other bugs that prevent running the ci system in qemu

  See the `ci/README.md` on how to test. TLDR: Can be tested with (replace `arm` with `s390x` to run the s390x build):

Pull request description:

  Combines the CentOS build with the 32-bit (i686) build to avoid Travis bottlenecks, as suggested in #17757 by MarcoFalke. This keeps most of the properties of the 32-bit build (dash as config shell, building QT5 GUI) and just builds it with depends inside the CentOS docker container.

  Making the depends in `05_before_script.sh` with unset config shell (`CONFIG_SHELL=`)

  6196e93001/ci/test/05_before_script.sh (L28)

  caused problems for building the library libevent (resulting in a Makefile with no shell set (`SHELL=`)), that's why I set it explicitely to `/bin/bash` if we have a CentOS Docker container.

  A Travis output of this 32-bit CentOS build can be seen here: https://travis-ci.org/theStack/bitcoin/jobs/634472394 (has been restarted once due to too long build time and appearance of the `CACHE_ERR_MSG`).

  For anyone wanting to verify the outputs, I found these instructions useful to reproduce a Travis build locally: https://github.com/erdc/proteus/wiki/Replicating-the-TravisCI-Environment-on-your-Local-Machine (steps 1-3). In this case it's a bit tricky since you run Docker inside Docker -- within the Travis Docker container, the CentOS Docker container is created. To make this possible, the Docker socket has to be exposed to the Travis container via bind-mounting (`docker run -v /var/run/docker.sock:/var/run/docker.sock ...`), as suggested in https://stackoverflow.com/a/33003273.

  Disable BIP70 support in the GUI by default for `0.19.0` (for eventual removal in `0.20.0`?).

  I've inverted the current `--disable-bip70` test to instead pass `--enable-bip70`.

fix(tests): Fix retries for the non-deterministic test suite (#5307)
## Issue being fixed or feature implemented
the problem with retries implemented in #4793 is that they don't really
do anything besides fetching results of a failed job multiple times 🙈

## What was done?
partially reverted changes done in #4793, implemented actual job
restart. dropped `--sleep` and `--retries` and added `--attempts`
instead.

## How Has This Been Tested?
Pick any test, add some randomly failing expression somewhere and run it
with some high number of retries.

fix: reviewing TODOes at v19 (#5303)
## Issue being fixed or feature implemented
During reviewing TODO were found some TODOes that can be done now.

## What was done?
 - fix: follow-up dash#3467 - replaced commented code to disabled code
- follow-up bitcoin#16394 - uncommented code related to `watchonly`
feature
 - removed out-dated TODO in `rpc/masternode.cpp` (already done)
- fix: renamed name of clean up test_unittests: removed TODO and updated
name of variable TRAVIS
 - rewritten todo inside `.travis.yml`
 - fix: adds a missing description for result of rpc `mnsync`

Last commit (`mnsync`) is an only candidate for backport to v19, other
changes are non significant.

184bd6031b ci: make fuzzing builds stricter by enabling -Werror by default
Unfortunately, we need -Wno-unused-command-line-argument as configure will fail to run

  On master (5352d14b3796d9e672a20ada8f7613a70fe448f4) `CI_RETRY_EXE=${CI_RETRY_EXE:retry}` works as a [Substring Expansion](https://www.gnu.org/software/bash/manual/html_node/Shell-Parameter-Expansion.html), and that is wrong.
  If `CI_RETRY_EXE` variable was unset initially, its new value becomes an empty string, but not "retry" as one could expect. Consequently, the `${CI_RETRY_EXE} ...` command does _not_ use `ci/retry/retry` script.

  This PR makes for `CI_RETRY_EXE` variable a usual parameter expansion, i.e., `${parameter:-word}`.

* build: Fix `--enable-glibc-back-compat`

Compiling on Ubuntu 20.04 results in binaries that can't be run on older systems we still support (e.g. Ubuntu 16.04) and `contrib/devtools/symbol-check.py` complains about it.

Available versions for `log` for example:
$ objdump -T /lib/x86_64-linux-gnu/libm.so.6 | egrep -w 'log'
00000000000431b0 g    DF .text	0000000000000039  GLIBC_2.29  log
0000000000012360 g    DF .text	0000000000000066 (GLIBC_2.2.5) log

(i.e. the default one is 2.29)

This commit fixes the issue by picking the version we support instead of the default one.

  Add an option to `./configure` to suppress compilation warnings from
  external headers. The option is off by default (no change in behavior,
  show warnings from external headers).

  This option is useful if e.g. Boost or Qt is installed outside of
  `/usr/include` (warnings from headers in `/usr/include` are already
  suppressed by default) and those warnings stand in the way of compiling
  Bitcoin Core with `-Werror[=...]` or they just clutter the build output
  too much and make our own warnings hard to spot.

  `-isystem /usr/include` bricks GCC's `#include_next`, so we use
  `-idirafter` instead. This way we don't have to treat `/usr/include`
  specially.

3f8776a1391c3978ed66144df15fd9bcb9edd35d Re-add dead code detection (flack)

Pull request description:

  This re-adds unreachable code detection for Python based on `vulture`.

  Effectively, this reverts f4beb4996d27f2cdaf4f0a63e7dc044bf17decce. The difference to the previous version is that this runs with the `--min-confidence 100` setting. From https://pypi.org/project/vulture/:

  > Use `--min-confidence 100` to only report code that is guaranteed to be unused within the analyzed files.

  So this should avoid the previous issues where static analysis had wrong positives due to the dynamic nature of Python code by only reporting things that are unambiguous (such as code after a `return` statement). As such, there is not suppressions list.

  My motivation was mainly #21081 which would have been caught by this (as can be seen by the CI run failing). This is still marked as draft because #21081 is needed to get the linter to pass. Also, there is a second problem that this found (see https://github.com/bitcoin/bitcoin/pull/19509/files#r571454691). From what I can tell, this is a spurious type comment that could just be removed (or if that line has no side effects it could also be deleted altogether?). I could add a commit here to fix it, but I wanted to see if there is interest in having this linter again in the first place

Pull request description:

  Primarily I'd like to remove this because it is very imprecise, due to Python's dynamic nature, giving it a large list of false positives that need to be listed as exceptions. See for example #16906.

  It's also a frequent source of complaints. I'm doubtful of the usefulness of checking for dead code in a linter in the first place.
  Having some dead code in the test framework for a while is not a
  disaster.

  Add Python dead code linter (`vulture`) to Travis.

  Rationale for allowing dead code only after explicit opt-in (via `--ignore-names`):
  * Less is more :-)
  * Unused code is by definition "untested"
  * Unused code can be an indication of bugs/logical errors. By making the contributor aware of newly introduced unused code it gives him/her an opportunity to investigate if the unused code they introduce is malignant or benign :-)
  * Unused code is hard to spot for humans and is thus often missed during manual review
  * [YAGNI](https://en.wikipedia.org/wiki/You_aren%27t_gonna_need_it)

  Based on #14312 to make linter job pass.

  In here the shell script parts from `travis.yml` are extracted into `.travis/before_install.sh`, `.travis/install.sh`, `.travis/before_script.sh`, `.travis/script.sh`, and `.travis/lint.sh`.

  This has the benefit that `test/lint/lint-shell.sh` will also shellcheck these parts. Also it makes the individual script parts more readable.

  This workaround should no longer be required, as it should have only been in use when compiled with the 10.7 SDK, which we haven't been building with for a while now.

  The bugreport linked with this code is for an unrelated? issue, however from what I can tell the correct QTBUG is this one https://bugreports.qt.io/browse/QTBUG-20880. Reading though the discussion there, it seems that the way progress bars are animated changed in macOS 10.10.
  Qt was patched [here (5.5+)](https://codereview.qt-project.org/#/c/112379/):
  > Disable progress bar animations on 10.10 Yosemite and higher - the native style does not animate them any more. Keep the indeterminate progress bar animation.

  Given all of that, I don't think this is worth keeping around, as it would seem to only be useful in the case that a macOS user is compiling with a Qt < 5.5. That should be pretty unlikely, as we don't support downloaded Qt binaries, and brew currently provides [5.11.1](571b46213c/Formula/qt.rb).

Pull request description:

  This moves the checks and linters from `devtools` to a subfolder in `test`. (Motivated by my opinion that the dev tools are mostly for generating code and updating the repo whereas the linters are read-only checks.)

  Also, adds a readme to clarify that checks and linters are only meant to prevent bugs and user facing issues, not merely stylistic preference or inconsistencies. (This is motivated by the diversity in developers and work flows as well as existing code styles. It would be too disruptive to change all existing code to a single style or too burdensome to force all developers to adhere to a single style. Also note that our style guide is changing, so locking in at the wrong style "too early" would only waste resources.)

Creating 4 quorums causes a lot of blocks to be created and signed by
ChainLocks, which then causes timeouts later.

* Increase timeout in wallet-dump.py test

The first dumpwallet is quite slow sometimes, which then makes the
later called dumpwallet throw a wallet locked exception.
