Pull request description:

  This PR improves the interfaces for the functions `EncodeBase58{Check}` by using Spans, in a similar fashion to e.g. PRs #19660, #19687. Note that on the master branch there are currently two versions of `EncodeBase58`: one that takes two pointers (marking begin and end) and another one that takes a `std::vector<unsigned char>` const-ref. The PR branch only leaves one generic Span-interface, both simplifying the interface and allowing more generic containers to be passed. The same is done for `EncodeBase58Check`, where only one interface existed but it's more generic now (e.g. a std::array can be directly passed, as done in the benchmarks).

Pull request description:

  This PR contains some of the changes left as TODO in #11167 (and built on top of that PR). They are not intended for backporting.

  This removes the `CBase58`, `CBitcoinSecret`, `CBitcoinExtKey`, and `CBitcoinExtPubKey` classes, in favor of simple `Encode`/`Decode` functions. Furthermore, all Bitcoin-specific logic (addresses, WIF, BIP32) is moved to `key_io.{h,cpp}`, leaving `base58.{h,cpp}` as a pure utility that implements the base58 encoding/decoding logic.

Pull request description:

  This patch removes the need for the intermediary Base58 type `CBitcoinAddress`, by providing {`Encode`,`Decode`,`IsValid`}`Destination` functions that directly operate on the conversion between `std::string`s and `CTxDestination`.

  As a side, it also fixes a number of indentation issues, and removes probably several unnecessary implicit `CTxDestination`<->`CBitcoinAddress` conversions.

  This change is far from complete. In follow-ups I'd like to:
  * Split off the specific address and key encoding logic from base58.h, and move it to a address.h or so.
  * Replace `CTxDestination` with a non-`boost::variant` version (which can be more efficient as `boost::variant` allocates everything on the heap, and remove the need for `boost::get<...>` and `IsValidDestination` calls everywhere).
  * Do the same for `CBitcoinSecret`, `CBitcoinExtKey`, and `CBitcoinExtPubKey`.

  However, I've tried to keep this patch to be minimally invasive, but still enough to support non-Base58 addresses. Perhaps a smaller patch is possible to hack Bech32 support into `CBitcoinAddress`, but I would consider that a move in the wrong direction.

92fd887fd4 tests: add a BasicTestingSetup and apply to all tests
Make sure that chainparams and logging is properly initialized. Doing
this for every test may be overkill, but this initialization is so
simple that that does not matter.

This should fix the travis issues.

59bd89f116 test: Remove UNITTEST params
UNITTEST parameter are not used by any current tests, and the model
(modifyable parameters) is inconvenient when unit-testing. As
they are stored in a global structure eevery test
would have to (re)set up its own parameters.

For consistency it is also better to test with MAIN parameters.

84ce18ca93 Remove unnecessary dependencies for bitcoin-cli
This commit removes all the unnecessary dependencies (key, core,
netbase, sync, ...) from bitcoin-cli.

To do this it shards the chain parameters into BaseParams, which
contains just the RPC port and data directory (as used by utils and
bitcoin-cli) and Params, with the rest.

152e51c7af included-tests: generate binary data from test files for inclusion into test binaries
This change moves test data into the binaries rather than reading them from
the disk at runtime.

Advantages:
- Tests become distributable
- Cross-compile friendly. Build on one machine and execute in an arbitrary
  location on another.
- Easier testing for backports. Users can verify that tests pass without having
  to track down corresponding test data.
- More trustworthy test results and easier quality assurance as tests make
  fewer assumptions about their environment.
- Tests could theoretically run at client/daemon startup and exit on failure.

Disadvantages:
- Required 'hexdump' build-dependency. This is a standard bsd tool that should
  be usable everywhere. It is likely already installed on all build-machines.
- Tests can no longer be fudged after build by altering test-data.

0e4b317555 Introduce a CChainParameters singleton class and regtest mode.
The new class is accessed via the Params() method and holds
most things that vary between main, test and regtest networks.
The regtest mode has two purposes, one is to run the
bitcoind/bitcoinj comparison tool which compares two separate
implementations of the Bitcoin protocol looking for divergence.

The other is that when run, you get a local node which can mine
a single block instantly, which is highly convenient for testing
apps during development as there's no need to wait 10 minutes for
a block on the testnet.

1025440184 Refactor: split CKeyID/CScriptID/CTxDestination from CBitcoinAddress
This introduces internal types:
* CKeyID: reference (hash160) of a key
* CScriptID: reference (hash160) of a script
* CTxDestination: a boost::variant of the former two

CBitcoinAddress is retrofitted to be a Base58 encoding of a
CTxDestination. This allows all internal code to only use the
internal types, and only have RPC and GUI depend on the base58 code.

Furthermore, the header dependencies are a lot saner now. base58.h is
at the top (right below rpc and gui) instead of at the bottom. For the
rest: wallet -> script -> keystore -> key. Only keystore still requires
a forward declaration of CScript. Solving that would require splitting
script into two layers.
