Following #13190, gArgs is aware of all of the command line arguments. This PR has gArgs check whether the arguments provided are actually valid arguments. When an unknown argument is encountered, an error is printed to stderr and the program exist.
Since gArgs is used for everything that has command line arguments, `bitcoind`, `bitcoin-cli`, `bitcoin-qt`, `bitcoin-tx`, and `bench_bitcoin` are all effected by this change and all now have the same argument checking behavior.

Many options are extremely technical, and refer internals, making it difficult to translate usefully. This came up in discussion of e.g. #10949. If a message is not understood by translators (which are typically end-users, not developers) they'll either translate it literally, making it harder to understand instead of easier, with the added drawback of the user no longer being able to google it.
Also the translation was only working for bitcoin-qt as with the console programs, there is no translation backend. So it was injecting never-used translation messages for bitcoin-cli, -tx.
For these reasons, stop translating options help completely. This should not affect the output **in any way** \* except for bitcoin-qt when a non-English language is configured in the locale.
This implements #10962.

This continues the work of #7965. This PR, along with several others, would remove the remaining dependencies from libbitcoin_server.a on libbitcoin_wallet.a.
To create the interface, I've just translated all the old init.cpp wallet function calls into an interface class. I've not done any thinking about whether it makes sense to change that interface by combining/splitting those calls. This is a purely internal interface, so there's no problem in changing it later.

Changes:
- Should backup wallets before trying to verify them. This is because `-salvagewallet` is very dangerous and can actually corrupt wallets making them irreparably broken.
- No reason to make `schedulePrivateSendClientMaintenance` a part of the wallet (interface) because `privateSendClient` is a global object not tied to the wallet directly atm.
- Should not run client-side mixing on masternodes.
- Fix `InitAutoBackup` signature in `DummyWalletInit`.

While reviewing the bitcoin code I noticed that there are a few exit(EXIT_FAILURE) at various places in the AppInit function.
This function returns to main() which will return/exit with EXIT_FAILURE so returning false instead of an explicit exit(EXIT_FAILURE) seems to be cleaner.
This PR attempts to make things a bit more consistent.
There is a subtle difference between exit() and return from main in that the exit() will not clean up any local vars but I don't think this makes a difference in this case. Using exit() might even lead to bugs in the future where the dtor of local objects are expected to be called.

The actual problem is that GetDataDir has the side effect of creating the
datadir, even if it is not known yet where it really is. This is only
known after reading the config file or when explicitly specified in the
cmd line.
Thus, if GetDataDir gets called before the datadir value from the config
is read, it tries to create it at the default location.
* Fix exit codes:
- `--help`, `--version` etc should exit with `0` i.e. no error ("not enough args" case should still trigger an error)
- error reading config file should exit with error
- slightly refactor AppInitRPC/AppInitRawTx to return standard exit codes (EXIT_FAILURE/EXIT_SUCCESS) or CONTINUE_EXECUTION (-1)
- every main()/exit() should return/use one of EXIT_ codes instead of magic numbers
