refactor: remove llmq::CQuorumBlockProcessor global, move to LLMQContext
We used to store an alias to the `CQuorumBlockProcessor` instance present
in the global state in `LLMQContext` but handled construction and
destruction of the instance in `LLMQContext`. As direct global usage no
longer exists, we can fully subsume it into `LLMQContext`.

refactor: split llmq/utils to Quorum Calculation and llmq/options (#5790)
## Issue being fixed or feature implemented
`llmq/utils` has simple util code that used all over code base and also
have too heavy code for calculation quorums such as:
`GetAllQuorumMembers`, `EnsureQuorumConnections` and other.

These helpers for calculation quorums are used only by
evo/deterministicmns, evo/simplifiedmns and llmq/* modules, but
llmq/utils is included in many other modules for various trivial
helpers.



## What was done?
Prior work:

This PR remove all non-quorum calculation code from llmq/utils.
Eventually it happens that easier to take everything out rather than
move Quorum Calculation to new place atm:
- new module llmq/options have a code related to various params, command
line options, spork-related etc
- llmq/utils is not included in various files which do not use any
llmq/utils code
 - helper `BuildCommitmentHash` goes to llmq/commitment
 - helper `BuildSignHash` goes to llmq/signing
- helper `GetLLMQParam` inlined since it's trivial (it has not been
trivial when introduced ages ago)
- removed dependency of `IsQuorumEnabled` on CQuorumManager which means
`quorumManager` deglobalization is done for 90%


## How Has This Been Tested?
 - Run unit functional tests
- updated circular dependencies

- check that llmq/utils is not included without needs to calculate

refactor: make GetTxPayload return an Optional T instead of taking in a T& return (#5733)

refactor: add gsl::not_null to get compile time / run time pointer guarantees (#5595)
## Issue being fixed or feature implemented
Current implementation relies either on asserts or sometimes checks then
returning a special value; In the case of asserts (or no assert where we
use the value without checks) it'd be better to make it explicit to
function caller that the ptr must be not_null; otherwise gsl::not_null
will call terminate.

fix: Resolve mainnet v19 fork issues (#5403)

Pull request description:

  Carries out some remaining tidy-ups remaining after PR 15141:

  - split ValidationState into TxValidationState and BlockValidationState (commit from ajtowns)
  - various minor code style tidy-ups to the ValidationState class
  - remove the useless `ret` parameter from `ValidationState::Invalid()`
  - remove the now unused `first_invalid` parameter from `ProcessNewBlockHeaders()`
  - remove the `fMissingInputs` parameter from `AcceptToMemoryPool()`, and deal with missing inputs the same way as other errors by using the `TxValidationState` object.

  Tip for reviewers (thanks ryanofsky!): The first commit ("[validation] Add CValidationState subclasses" ) is huge and can be easier to start reviewing if you revert the rote, mechanical changes:

  Substitute the commit hash of commit "[validation] Add CValidationState subclasses" for <CommitHash> in the commands below.

Pull request description:

  We no longer send BIP 61 REJECT messages, so there's no need to set
  a REJECT code in the CValidationState object.

  Note that there is a minor bug fix in p2p behaviour here. Because the
  call to `MaybePunishNode()` in `PeerLogicValidation::BlockChecked()` only
  previously happened if the REJECT code was > 0 and < `REJECT_INTERNAL`,
  then there are cases were `MaybePunishNode()` can get called where it
  wasn't previously:

  - when `AcceptBlockHeader()` fails with `CACHED_INVALID`.
  - when `AcceptBlockHeader()` fails with `BLOCK_MISSING_PREV`.

  Note that `BlockChecked()` cannot fail with an 'internal' reject code. The
  only internal reject code was `REJECT_HIGHFEE`, which was only set in
  ATMP.

  This reverts a minor bug introduced in 5d08c9c579.

refactor: tweak GetLLMQ to fail gracefully and let caller handle results accordingly (#5247)

This allows us to have a bit more granular control over GetLLMQ results,
removes code duplication and also optimises things a tiny bit by
replacing "HasLLMQ + GetLLMQParams" calls with simply "GetLLMQParams".

Use `optional` in `GetLLMQ`, drop `HasLLMQ`.

Avoid lots of static_cast's from enums to underlying types. Communicate
intention better

implement c++23 inspired ToUnderlying, then see std::to_underlying and
https://en.cppreference.com/w/cpp/types/underlying_type; Then, we use
this instead of static_casts for enums -> underlying type

fix: get rid of [most] clang warnings during build on linux (#5186)
## Issue being fixed or feature implemented
Build on linux with clang produce a lot of warnings.
Some of them are fixed in this PR.

## What was done?
Fixed several types of warnings:
 - order of member initialization in constructors
 - mixing signed/unsigned wariables
 - moved static functions from header to cpp file
 - other fixes

## How Has This Been Tested?
Set up clang build on Linux + run build + unit/functional tests.

This fixes an issue where qfcommit messages can be replayed from the
past, then are validated and propagated to other nodes. This patch
changes it so that old qfcommits are not relayed.

fix(llmq): Drop quorum members cache on undo (#4964)
This should help with v18 migration for nodes that failed to update in time. Still have to invalidate/reconsider the pre-fork quorum cycle start block to recalculate quorum members but it's better than having to reindex the whole chain.
