Merge #19809: log: Prefix log messages with function name and source code location if -logsourcelocations is set
b4511e2e2ed1a6077ae6826a9ee6b7a311293d08 log: Prefix log messages with function name if -logsourcelocations is set (practicalswift)

Pull request description:

  Prefix log messages with function name if `-logfunctionnames` is set.

  Yes, exactly like `-logthreadnames` but for function names instead of thread names :)

  This is a small developer ergonomics improvement: I've found this to be a cheap/simple way to correlate log output and originating function.

  For me it beats the ordinary cycle of 1.) try to figure out a regexp matching the static part of the dynamic log message, 2.) `git grep -E 'Using .* MiB out of .* requested for signature cache'`, 3.) `mcedit filename.cpp` (`openemacs filename.cpp` works too!) and 4.) search for log message and scroll up to find the function name :)

  Without any logging parameters:

  ```
  $ src/bitcoind -regtest
b7a17444e0746c562ae97b26eba431577947b06a log, sync: add LOCK logging category, apply it to lock contention (Jon Atack)
Pull request description:
  To enable lock contention logging, `DEBUG_LOCKCONTENTION` has to be defined at compilation. Once built, the logging is not limited to a category and is high frequency, verbose and in all-caps. With these factors combined, it seems likely to be rarely used.
  This patch:
  - adds a `lock` logging category
  - adds a timing macro in microseconds, `LOG_TIME_MICROS_WITH_CATEGORY`
  - updates `BCLog::LogMsg()` to omit irrelevant decimals for microseconds and skip unneeded code and math
  - improves the lock contention logging, drops the all-caps, and displays the duration in microseconds
  - removes the conditional compilation directives
  - allows lock contentions to be logged on startup with `-debug=lock` or at run time with `bitcoin-cli logging '["lock"]'`
  ```

feat: reduce spamming logs with messages from v20 features (#5669)
## Issue being fixed or feature implemented
There's too much spamming log items related to new v20 features: credit
pool, asset locks, EHF manager, EHF Signaling for MN_RR.

Some logs are still spamming after this PR but related code is not
changed here https://github.com/dashpay/dash/pull/5658

## What was done?
 - Removed some log items, tidy-up other.
- logs that supposed to appear for each block are moved to new
categories EHF and CREDITPOOL

## How Has This Been Tested?
Run unit/functional tests, reviewed log output

## Breaking Changes

Merge #15266: memory: Construct globals on first use
77777c5624 log: Construct global logger on first use (MarcoFalke)

Pull request description:

  The (de)initialization order is not well defined in C++, so generally it is not safe to use globals as the (de/con)structor of one global could use the (de/con)structor of another global before/after it has been (con/de)structed.

  Specifically this fixes:
  * `g_logger` might not be initialized on the first use, so do that. (Fixes #15111)

Merge #17218: Replace the LogPrint function with a macro
8734c856f85cb506fa97596383dd7e7b9edd7e03 Replace the LogPrint function with a macro (Jeffrey Czyz)

Pull request description:

  Calling `LogPrint` with a category that is not enabled results in
  evaluating the remaining function arguments, which may be arbitrarily
  complex (and possibly expensive) expressions. Defining `LogPrint` as a
  macro prevents this unnecessary expression evaluation.

  This is a partial revert of #14209. The decision to revert is discussed
  in #16688, which adds verbose logging for validation event notification.

  Split out first commit from #12954 to reduce amount of rebasing necessary.

  This introduces a cyclic dependency between `logging` and `util` that should be cleaned up in a future PR.
