* Adds support for enum serialization to `CustomUintFormatter`, used in `CAddress` for service flags.
* Merges `BigEndian` into `CustomUintFormatter`, used in `CNetAddr` for port numbers.
* Converts everything (except wallet and gui) to use the new serialization framework.

Recent publication of a weakness in Bitcoin's merkle tree construction demonstrates many SPV applications vulnerable to an expensive to pull off yet still plausible attack: https://bitslog.wordpress.com/2018/06/09/leaf-node-weakness-in-bitcoin-merkle-tree-design/
This change would at least allow `verifytxoutproof` to properly validate that the proof matches a known block, with known number of transactions any time after the full block is processed. This should neuter the attack entirely.
The negative is that a header-only processed block/future syncing mode would cause this to fail until the node has imported the data required.
related: #13451
`importprunedfunds` needs this check as well. Can expand it to cover this if people like the idea.

Pull request description:
What started as a simple task to add test coverage ended up giving way to a light refactoring. This consolidates the mostly-identical `CMerkleBlock` constructors into one (using C++11 constructor delegation) and adds coverage for the by-txids construction case.

8276e70de Adding assert to avoid a memory access violation inside of PartialMerkleTree::CalcHash() (Chris Stewart)
Pull request description:
Fixing a possible memory access violation in CPartialMerkleTree::CalcHash().
This can happen if we some how a merkle tree with zero txids. I don't think this can happen in practice as we only send merkle block messages on the p2p network as of now -- we cannot receive them.
This was found with #8469, specifically using this [generator](https://github.com/Christewart/bitcoin/blob/rapidcheck/src/test/gen/merkleblock_gen.h#L52-L77) which will cause a memory access violation on [this test case](https://github.com/Christewart/bitcoin/blob/rapidcheck/src/test/merkleblock_properties.cpp#L48).
