Merge #13510: Scripts and tools: Obsolete #!/bin/bash shebang

Pull request description:

  > `#!/bin/bash` assumes it is always installed to `/bin/` which can cause issues
  > `#!/usr/bin/env bash` searches the user's `PATH` to find the `bash` binary
