feat: bury dash deployments: dip0003, dip0020, dip0024, brr, bip147 (#5356)
## Issue being fixed or feature implemented
This changes are follow up for backport bitcoin/bitcoin#16060 

## What was done?
Buried all hardened dash deployments

## How Has This Been Tested?
Run unit/functional tests.
Run dash with option `-reindex` for both mainnet/testnet - both succeed.

## Breaking Changes
No breaking changes, it should be fully compatible.
