## Additional Information
* When backporting [bitcoin#27452](https://github.com/bitcoin/bitcoin/pull/27452) in `feature_anchors.py`, `P2P_SERVICES` (`NODE_NETWORK | NODE_HEADERS_COMPRESSED`) has been replaced with `NODE_NETWORK` as the former evaluates to a value greater than `256` (specifically `2049`), which causes test failure. The replacement value is acceptable as `NODE_NETWORK` is the desired service flag expected by Dash Core ([source](779e4295ad/src/protocol.cpp (L249-L254))).

This PR has important fixes to implement "single-node quorum" feature.
## Issue being fixed or feature implemented
Without IS-quorum you can not dynamically add a new MN or Evo node.
For evo nodes adding it dynamically is the only way.
## What was done?
Fixed a function that dynamically adds a masternode without Instant Send quorums; use it in a functional test feature_asset_locks.py
As side effect it improves performance of functional tests which do not wait more IS lock significantly; for feature_asset_locks.py it gave ~20 seconds per run.
## How Has This Been Tested?
See updates in `feature_asset_locks.py`, `feature_llmq_evo.py`, `feature_dip3_v19.py`

* This pull request's primary purpose is to restore `LogPrintLevel`s from backports in [dash#6333](https://github.com/dashpay/dash/pull/6333) that were changed to `LogPrint`s as they were backported before `LogPrintLevel` was backported.
* ~~`clang-format` suggestions for `LogPrintLevel` have to be ignored in order to prevent the linter from tripping due to a "missing newline" ([build](https://gitlab.com/dashpay/dash/-/jobs/8398818860#L54)).~~ Resolved by applying diff ([source](https://github.com/dashpay/dash/pull/6399#issuecomment-2488992710)).
* `SharedLock` was introduced in [dash#5961](https://github.com/dashpay/dash/pull/5961) and `PrintLockContention` was removed in [dash#6046](https://github.com/dashpay/dash/pull/6046) but the changes in the latter were not extended to the former. This has been corrected as part of this pull request.

This is a very late follow-up PR to #10618, which removed the constant `MAX_BLOCK_BASE_SIZE` from the core implementation about four years ago (see also #10608 in why it was considered confusing and superfluous).
Since there is also no point in still keeping it in the functional test framework, the PR switches to weight-based accounting on the relevant test code parts and use `MAX_BLOCK_WEIGHT` instead for the block limit checks. To prepare that, the first two commits introduce `get_weight()` helpers for the classes CTransaction and CBlock, respectively.

Some build infrastructure, such as Nix, will delete failed builds by default, keeping only the log (stdout/stderr) of the failed build.
For flaky tests, it would be very helpful to have the PRNG seed in the default log in order to redo the failed test.
By simply raising the PRNG seed logging to INFO, we can, by default, record the seed in the log of every build.

This is caused by a high timeout value that Python's HTTP(S) client library can't cope with. Fix this by clamping down the connection's set timeout value in AuthProxy. The change can easily be tested by running an arbitrary test with `--timeout-factor 0` on master (should fail), on this PR (should pass) and on this PR with the clamping value increased by 1 (should fail).
// EDIT: The behaviour was observed on OpenBSD 7.1 and Python 3.9.12.
