Pull request description:

  The flags are cast to unsigned in the interpreter anyway, so avoid the confusion (and fuzz crashes) by just passing them as unsigned from the beginning.

  Also, the flags are often inverted bit-wise with the `~` operator, which also works on signed integers, but might cause confusion as the sign bit is flipped.

  Fixes #22233

Pull request description:

  Introduces helper functions to make it easy to bury future deployments, along the lines of the suggestion from [11398](https://github.com/bitcoin/bitcoin/pull/11398#issuecomment-335599326) "I would prefer it if a buried deployment wouldn't require all code paths that check the BIP9 status to require changing".

  This provides three functions: `DeploymentEnabled()` which tests if a deployment can ever be active, `DeploymentActiveAt()` which checks if a deployment should be enforced in the given block, and `DeploymentActiveAfter()` which checks if a deployment should be enforced in the block following the given block, and overloads all three to work both with buried deployments and versionbits deployments.

  This adds a dedicated lock for the versionbits cache, which is acquired internally by the versionbits functions, rather than relying on `cs_main`. It also moves moves versionbitscache into deploymentstatus to avoid a circular dependency with validation.

refactor: deprecate non-deterministic IS support (#5553)
## Issue being fixed or feature implemented
Non-deterministic IS locks aren't used anymore since v18 dip24.
We should drop that support to make code simpler.

## What was done?
Dropped non-deterministic IS code, `evo_instantsend_tests` and
`feature_llmq_is_migration.py` (don't need it anymore), adjusted func
tests.

all tests, synced Testnet

refactor: re-order headers and forward declarations to improve compile time (#5693)
## Issue being fixed or feature implemented
Some headers include other heavy headers, such as `logging.h`,
`tinyformat.h`, `iostream`. These headers are heavy and increase
compilation time on scale of whole project drastically because can be
used in many other headers.

## What was done?
Moved many heavy includes from headers to cpp files to optimize
compilation time.
In some places  added forward declarations if it is reasonable.

As side effect removed 2 circular dependencies:

"llmq/debug -> llmq/dkgsessionhandler -> llmq/dkgsession -> llmq/debug"
```


## How Has This Been Tested?
Run build 2 times before refactoring and after refactoring: `make clean
&& sleep 10s; time make -j18`

Before refactoring:

After refactoring:

~5% of improvement for compilation time. That's not huge, but that's
worth to get merged

 - and maybe this one: bitcoin/bitcoin#28200

`Params()` should be const; global variable `CMNHFManager` is a better
out-come.


## What was done?
The helpers and direct calls of `UpdateMNParams` for each block to
update non-constant member in `Params()` is not needed anymore. Instead
`CMNHFManager` takes cares about status of Signals for each block,
update them dynamically and save in evo db.


## How Has This Been Tested?
Run unit/functional tests.

## Breaking Changes
Changed rpc `getblockchaininfo`. 
the field `ehf` changed meaning: it's now only a flag -1/0; but it is
introduced a new field `ehf_height` now that a height.

Pull request description:

  - Constructors of uint256 to utilize Span instead of requiring a std::vector
  - converts m_data into a std::array
  - Prefers using `WIDTH` instead of `sizeof(m_data)`
  - make all the things constexpr
  - replace C style functions with c++ equivalents
      - memset -> std::fill
          This may also be replaced by std::memset, but I think that std::fill is more idiomatic of modern c++ and readable.
      - memcpy -> std::copy
          Note: In practice, implementations of std::copy avoid multiple assignments and use bulk copy functions such as std::memmove if the value type is TriviallyCopyable and the iterator types satisfy LegacyContiguousIterator. (https://en.cppreference.com/w/cpp/algorithm/copy)
          This could also likely be replaced by std::memcpy, but as said above, I believe the using std::copy is the more c++ way to do anything and is almost guaranteed to compile to the same asm
      - memcmp -> std::memcmp

fix: add missing includes and remove obsolete includes (#5562)
## Issue being fixed or feature implemented
Some headers or modules are used objects from STL without including it
directly, it cause compilation failures on some platforms for some
specific compilers such as #5554

## What was done?
Added missing includes and removed obsolete includes for `optional`,
`deque`, `tuple`, `unordered_set`, `unordered_map`, `set` and `atomic`.

Please, note, that this PR doesn't cover all cases, only cases when it
is obviously missing or obviously obsolete.

Also most of changes belongs to to dash specific code; but for cases of
original bitcoin code I keep it untouched, such as missing <map> in
`src/psbt.h`

I used this script to get a list of files/headers which looks suspicious

Pull request description:

  When writing tests, often includes need to be added or removed. Currently the list of includes is not sorted, so developers that write tests and have `clang-format` installed will either have an unrelated change (sorting) included in their commit or they will have to manually undo the sort.

  This pull preempts both issues by just sorting all includes in one commit.

  Please be aware that this is **NOT** a change to policy to enforce clang-format or any other developer guideline or process. Developers are free to use whatever tool they want, see also #18651.

  Edit: Also includes a commit to bump the copyright headers, so that the touched files don't need to be touched again for that.

refactor: Global renaming from hpmn to evo (#5508)

## What was done?
Renaming of all classes/variables/functions/rpcs from `hpmn` to `evo`.

## How Has This Been Tested?
All unit and func tests are passing.
Sync of Testnet.

## Breaking Changes
All protx RPCs ending with `_hpmn` were converted to `_evo`.
`_hpmn` RPCs are now deprecated.
Although, they can still be enabled by adding `-deprecatedrpc=hpmn`.

feat: v20 evonodes payment adjustment (#5493)
## Issue being fixed or feature implemented
Since v19, Evo nodes are paid 4x blocks in a row.
This needs to be reverted when MN Reward Reallocation activates.

## What was done?
Starting from MN Reward Reallocation activation, Evo nodes are paid one
block in a row (like regular masternodes).
In addition, `nConsecutivePayments` isn't incremented anymore for Evo
nodes.

## How Has This Been Tested?
`feature_llmq_hpmn.py` with MN Reward Reallocation activation.

fix!: making MnEhfTx to comply DIP-0023 (#5505)
## Issue being fixed or feature implemented
Current implementation of MnEhfTx is not matched with DIP-0023, this PR
fixes it. It is a prior work for
https://github.com/dashpay/dash/pull/5469

## What was done?
- requestID is fixed from `clsig{quorumHeight}` to `mnhf{versionBit}` +
fixes for signature validation properly
 - v20 is minimal height to accept MnEHF special transactions
- versionBit is not BLS version - removed unrelated wrong code and
validations
- TxMempool will accept MnEHF transaction even if inputs/outputs are
zeroes and no fee
- implemented python's serialization/deserialization of MnEHF
transactions for future using in functional tests
 

## How Has This Been Tested?
Run functional/unit tests. Beside that there's new functional test in
https://github.com/dashpay/dash/pull/5469 that actually test format of
transaction and signature validation - to be merged later.

## Breaking Changes
Payload of MnEhf tx is changed, related consensus rules are changed.

feat!: add an implementation of DIP 0027 Credit Asset Locks (#5026)
## Issue being fixed or feature implemented
This is an implementation of DIP0027 "Credit Asset Locks".
It's a mechanism to fluidly exchange between Dash and credits.

## What was done?
This pull request includes:
      - Asset Lock transaction
      - Asset Unlock transaction (withdrawal)
      - Credit Pool in coinbase
      - Unit tests for Asset Lock/Unlock tx
      - New functional test `feature_asset_locks.py`

RPC: currently locked amount (credit pool) is available through rpc call
`getblock`.

## How Has This Been Tested?
There added new unit tests for basic checks of transaction validity
(asset lock/unlock).
Also added new functional test "feature_asset_locks.py" that cover
typical cases, but not all corner cases yet.

## Breaking Changes
This feature should be activated as hard-fork because:
- It adds 2 new special transaction and one of them [asset unlock tx]
requires update consensus rulels
 - It adds new data in coinbase tx (credit pool)

feat: bury v19 activation (#5496)
## Issue being fixed or feature implemented
V19 is active on mainnet/testnet now, no need to check activation bits
anymore. This PR also bumps `MinBIP9WarningHeight` to
post-v19-activation height which should stop `unknown new rules
activated (versionbit 8)` warning from appearing.

## What was done?
Bury v19, bump `MinBIP9WarningHeight`

## How Has This Been Tested?
Run tests, reindex on mainnet/testnet.

Pull request description:

  When logging failures of `CheckBlockHeader` (high-hash), they are always logged as system error. This is problematic for several reasons:

  * Submitting a blockheader that fails `CheckBlockHeader` over RPC will result in a debug log line that starts with `ERROR`. Proper behaviour should be to log not anything and instead only return the failure reason to the RPC user. This pull does not fix this issue entirely, but is a good first step in the right direction.

  * A misbehaving peer that sends us an invalid block header that fails `CheckBlockHeader` will result in a debug log line that starts with `ERROR`. Proper behavior should be to log the remote peer misbehavior if logging for that category was enabled. This pull fixes this issue for `CheckBlockHeader` and other functions can be adjusted as well if needed in follow-ups. This should be a good first step in the right direction.

  Proof of concept being run against a `bitcoind` built with MemorySanitizer (`-fsanitize=memory`):

  Note that the transaction in the proof of concept is the simplest possible, but really any transaction can be used. It does not have to be a valid transaction.

  This bug was introduced in #15921 ("validation: Tidy up ValidationState interface") which was merged in to `master` 28 days ago.

  Luckily this bug was caught before being part of any Bitcoin Core release :)

  - remove the now unused `first_invalid` parameter from `ProcessNewBlockHeaders()`

Pull request description:

  We no longer send BIP 61 REJECT messages, so there's no need to set
  a REJECT code in the CValidationState object.

  Note that there is a minor bug fix in p2p behaviour here. Because the
  call to `MaybePunishNode()` in `PeerLogicValidation::BlockChecked()` only
  previously happened if the REJECT code was > 0 and < `REJECT_INTERNAL`,
  then there are cases were `MaybePunishNode()` can get called where it
  wasn't previously:

  - when `AcceptBlockHeader()` fails with `CACHED_INVALID`.
  - when `AcceptBlockHeader()` fails with `BLOCK_MISSING_PREV`.

  Note that `BlockChecked()` cannot fail with an 'internal' reject code. The
  only internal reject code was `REJECT_HIGHFEE`, which was only set in
  ATMP.

  This reverts a minor bug introduced in 5d08c9c579.

  This PR gets rid of another unnecessary use of raw pointers, similar to PR #19053 (see also issue #19062 where useful commands for finding potential candidates are listed) but in the tx verification module.

  For the functions `CalculateSequenceLocks()` and `SequenceLocks()`, the  `prevHeights` vector parameter type is changed to be passed as a reference. Note that there were no checks for null pointers -- if one would pass `nullptr` to one of the functions, the following line would immediately lead to a crash:

However, it does not explicitly mention why the test can not be skipped. I hope my code comment does that.

this is a valuable refactor for a number of reasons.

it forces the removal of more verbose `Params().GetConsensus().llmqs.count` and instead call to `Params().HasLLMQ()`

`llmqs` is now stored in contiguous memory (which hopefully means better lookup time / iteration time)

std::vector is much more constexpr friendly, and normally is better optimized

  This functional test includes two scenarios that test for regressions of vulnerabilities, but they are only briefly described.   Added comments to explicitly mention  CVE-2018-17144 and CVE-2012-2459, for more complete documentation.
  This improves developer experience by making understanding the tests easier.

  As requested by MarcoFalke in https://github.com/bitcoin/bitcoin/pull/16273#issuecomment-521332089:

  This PR removes unused includes.

  Please note that in contrast to #16273 I'm limiting the scope to the trivial cases of pure removals (i.e. no includes added) to make reviewing easier.

  I'm seeking "Concept ACK":s for this obviously non-urgent minor cleanup.

  Rationale:
  * Avoids unnecessary re-compiles in case of header changes.
  * Makes reasoning about code dependencies easier.
  * Reduces compile-time memory usage.
  * Reduces compilation time.
  * Warm fuzzy feeling of being lean :-)

    Code review ACK 084e17cebd424b8e8ced674bc810eef4e6ee5d3b. PR only removes include lines and it still compiles. In the worst case someone might have to explicitly add an include later for something now included implicitly. But maybe some effort was taken to avoid this, and it wouldn't be a tragedy anyway.
