Pull request description:

  It should be impossible to have a coin at a height higher than the height of the snapshot block, so reject those early to avoid integer wraparounds and hash collisions later on.

  Same for the outpoint index.

  Both issues were found by fuzzing:

Pull request description:

  In 0.21, we added unbroadcast txids to mempool.dat (#18038). When users upgraded from 0.21 to 0.22, this would throw a misleading "failed to deserialize mempool data" error even though everything actually loaded properly. So, commit 9c8a55d added a try-block to prevent throwing the error. After upgrading to 0.22, this exception handling is no longer useful, so now we can remove it.

Pull request description:

  Currently `CheckTxInputs` rejections from the mempool are the only rejections that log directly and unconditionally to debug.log instead of leaving it to the caller. This has multiple issues:

  * A rejected RPC transaction will log a redundant failure reason to debug log. All other failures are merely reported to the RPC user.
  * A rejected p2p transaction will log the failure twice. Once with the `MEMPOOLREJ` flag, and once unconditionally.
  * A rejected orphan transaction will log no failure.

  Fix all issues by simply returning the state to the caller, like it is done for all other rejections.

  The patch includes whitespace fixups to highlight relevant parts of the codebase and simplify review.

Merge bitcoin#18044: Use wtxid for transaction relay
This backport is marked as full, not partial, but it has only refactorings
and non-witness related changes.

Included commits are:
 - test: Update test framework p2p protocol version to 70016
 - Rename AddInventoryKnown() to AddKnownTx()
 - Add support for tx-relay via wtxid

    This adds a field to CNodeState that tracks whether to relay transactions with
    that peer via wtxid, instead of txid. As of this commit the field will always
    be false, but in a later commit we will add a way to negotiate turning this on
    via p2p messages exchanged with the peer.

 - Just pass a hash to AddInventoryKnown

    Since it's only used for transactions, there's no need to pass in an inv type.

 - Add wtxid to mempool unbroadcast tracking

Pull request description:

  Our policy checks for non-standard inputs depend only on the non-witness
  portion of a transaction: we look up the scriptPubKey of the input being
  spent from our UTXO set (which is covered by the input txid), and the p2sh
  checks only rely on the scriptSig portion of the input.

  Consequently it's safe to add txids of transactions that fail these checks to
  the reject filter, as the witness is irrelevant to the failure. This is helpful
  for any situation where we might request the transaction again via txid (either
  from txid-relay peers, or if we might fetch the transaction via txid due to
  parent-fetching of orphans).

  Further, in preparation for future witness versions being deployed on the
  network, ensure that WITNESS_UNKNOWN transactions are rejected in
  AreInputsStandard(), so that transactions spending v1 (or greater) witness
  outputs will fall into this category of having their txid added to the reject
  filter.

Pull request description:

  This reverts a hacky workaround from commit b83cc0f, which only happens to work due to compiler optimizations. Then, it actually fixes the linker error.

  The underlying problem is that the wallet includes symbols from the server (ui_interface), which usually results in linker failures. Though, in this specific case the linker failures have not been observed (unless `-O0`) because our compilers were smart enough to strip unused symbols.

  Fix the underlying problem by creating a new header-only with the needed symbol and move ui_interface to node to clarify that this is part of libbitcoin_server.

  After the cleanup of `-debug=net` log messages PR (#20724) was merged recently the console log now has very high signal to noise ratio. That's great! :)

  This PR increases the signal to noise ratio slightly more by moving the most common remaining implementation detail log message (`Pre-allocating up to position 0x[…] in […].dat`) to the debug category where it belongs :)

  Introduces helper functions to make it easy to bury future deployments, along the lines of the suggestion from [11398](https://github.com/bitcoin/bitcoin/pull/11398#issuecomment-335599326) "I would prefer it if a buried deployment wouldn't require all code paths that check the BIP9 status to require changing".

  This provides three functions: `DeploymentEnabled()` which tests if a deployment can ever be active, `DeploymentActiveAt()` which checks if a deployment should be enforced in the given block, and `DeploymentActiveAfter()` which checks if a deployment should be enforced in the block following the given block, and overloads all three to work both with buried deployments and versionbits deployments.

  This adds a dedicated lock for the versionbits cache, which is acquired internally by the versionbits functions, rather than relying on `cs_main`. It also moves moves versionbitscache into deploymentstatus to avoid a circular dependency with validation.

fix: should not notify about mnlist changes while ConnectBlock isn't done yet (#5711)
## Issue being fixed or feature implemented
`ConnectBlock` can fail after `ProcessSpecialTxsInBlock`, we shouldn't
be notifying too early. Same for `DisconnectBlock` but that's less of an
issue imo.

## What was done?
Move notifications to the end of `ConnectBlock`/`DisconnectBlock`. There
is no `connman` in `CChainState` and I don't want to pass it in updates
struct so I changed `NotifyMasternodeListChanged` and used `connman`
from `CDSNotificationInterface` instead.

run unit test, run testnet qt wallet

update them dynamically and save in evo db.

the field `ehf` changed meaning: it's now only a flag -1/0; but it is

feat!: reuse nHighSubsidyBlocks as a starting point for a fixed nSubsidyBase value to better mimic mainnet (#5664)

We need some network that mimics v20 governance budget changes a bit
better. All our networks _lower_ the budget after v20 activation while
mainnet would actually rise it.

## What was done?
Reuse `nHighSubsidyBlocks` as a starting point for a fixed nSubsidyBase
value to better mimic mainnet changes on v20.

That's a devnet-only change, so no testing yet

fix: chain halt if some invalid asset lock transactions are in mempool (#5648)
## Issue being fixed or feature implemented
As discovered during platform testing by @shumkov , it seems as the
chain can halt in miner if somehow mempool would have several
transactions that are somehow invalid (maybe too low fee or something
else). They can't be mined, but miner can't prepare a valid block with
correct Credit Pool amount.

It is indeed can happen although I haven't reproduced it with functional
tests at the moment 🤷‍♂️

## What was done?
Refactored and simplified a logic of Credit Pool amount of validation
and added one more layer of validation: after all transaction are
actually added to block by miner, it is recalculated one more time.
Also used correct `pindexPrev` instead Tip() for EHF signals.

## How Has This Been Tested?
Before this changes platform failed with this error and chain halt:

perf: don't use boost time in validation.cpp (#5616)
(over a 13 minute segment of reindex) boost time took about 9+9+9 =
27%!! of total cycles!!!

During the same time segment, GetTimeMicros() used roughly 0.2% of total
cycles! (even though it's used a lot more)

Over my entire roughly 40 minute profiling session, boost time appears
to use about 6% of cycles; still too much, while GetTimeMicros used
about 0.4%

perf: pass around a cached block hash during block validation (#5613)
this change saw a ~38% performance improvement in header sync reindex

reproduce via `time ./src/qt/dash-qt --nowallet --testnet --reindex
--stopatheight=5`

On Develop this took average of 1:48 to finish, on this branch it took
1:07

Slow header / block validation

Pass around cached block hash

Reindexed testnet

fix: Testnet syncing mn_rr (#5608)
## Issue being fixed or feature implemented
Since `mn_rr` is already active on Testnet, because of #5588, syncing
from develop is broken.

## What was done?
Temporary disabled changes of #5588 for Testnet.
This should be dropped when Testnet will be re-organised for Platform.

## How Has This Been Tested?
Syncing Testnet
