fix: Move CreditPoolDiff checks out of ProcessSpecialTxsInBlock, use correct block reward (#5594)

The block reward calculation logic in `SetTarget` doesn't work on
superblocks.

Move `CreditPoolDiff` checks out of `ProcessSpecialTxsInBlock` to use
correct block reward.

n/a, sb blocks should now be processed correctly, non-sb blocks
shouldn't be affected

feat!: Block Reward Reallocation (Doubling Treasury) (#5588)
## Issue being fixed or feature implemented
Implementation of accepted proposal:
https://www.dashcentral.org/p/TREASURY-REALLOCATION-60-20-20

## What was done?
Once Masternode Reward Location Reallocation activates:
- Treasury is bumped to 20% of block subsidy.
- Block reward shares are immediately set to 75% for MN and 25% miners.
(Previous reallocation periods are dropped)
MN reward share should be 75% of block reward in order to represent 60%
of the block subsidy. (according to the proposal)
- `governancebudget` is returned from `getgovernanceinfo` RPC.

`block_reward_reallocation_tests`

5faf29d318 refactor: use scoped weak enum instead of bare values for address type
strong enums (enum class) cannot be converted implicitly to another
type, requiring you to either use a static_cast or use to_underlying,
which is a part of C++23, which this codebase doesn't support.

fix: add missing includes and remove obsolete includes (#5562)
## Issue being fixed or feature implemented
Some headers or modules are used objects from STL without including it
directly, it cause compilation failures on some platforms for some
specific compilers such as #5554

## What was done?
Added missing includes and removed obsolete includes for `optional`,
`deque`, `tuple`, `unordered_set`, `unordered_map`, `set` and `atomic`.

Please, note, that this PR doesn't cover all cases, only cases when it
is obviously missing or obviously obsolete.

Also most of changes belongs to to dash specific code; but for cases of
original bitcoin code I keep it untouched, such as missing <map> in
`src/psbt.h`

I used this script to get a list of files/headers which looks suspicious

feat: various Asset Locks improvement (#5527)
## What was done?
 - remove dependency of Asset Lock txes on CCreditPool
- new case for functional tests of Asset Locks - more than one output
for Asset Lock tx.

Run unit/functional tests

## Breaking Changes
Slightly changes behaviour of TxMempool. Tx can be accepted in mempool
even if Asset Unlock transaction with same index is already mined. But
final consensus rules are same.

Pull request description:

  It is useless because it isn't displayed for most users:

  * It isn't displayed in normal operation (because the validation debug category is disabled by default)
  * It isn't displayed for users that sync up their nodes intermittently, e.g. once a day or once a week (because it is disabled for IBD)
  * It is only displayed in the debug log (as opposed to the versionbits warning, which is displayed more prominently)

  It is confusing because it doesn't have a use case:

  Despite the above, if a user *did* see the warning, it would most likely be a false positive (like it has been in the past). Even if it wasn't, there is nothing they can do about it. The only thing they could do is to check for updates and hope that a fixed version is available. But why would the user be so scrupulously precise in enabling the warning and reading the log, but then fail to regularly check update channels for updated software?

refactor: new function GetBlockSubsidyPrev for simplification of usage (#5524)
## Issue being fixed or feature implemented
Unlike bitcoin we are using PREVIOUS block in `GetBlockSubsidy()`.

That creates special case for genesis block, because it doesn't have
previous block. In this special case instead of calling
`GetBlockSubsidy` should be used pre-calculated value. To avoid
confusion for new code and simplify implementation, there's introduced a
new method `GetBlockSubsidyPrev` that has other interface: it takes
pointer `CBlockIndex* prev` in agruments instead pair of height + nbits.

These changes are follow-up for #5501 

## What was done?
Implemented new method `GetBlockSubsidyPrev()` and used instead of
`GetBlockSubsidy` when it is more convenient.

## How Has This Been Tested?
Run unit/functional tests.

  I found the `extended-lint-cppcheck` linter still uses `std=c++11` when reviewing #20471. The only difference in the output after this change is one line is missing:

  ```

  After some digging, I am still not sure why this one is ignored with c++17 when 40 other`noExplicitConstructor` warnings were still appearing.

  In the second commit, I fix these warnings, adding `explicit` where appropriate and adding fixes to ignore otherwise.

fix: implement missing logic for additional indexes, fix bugs and logging (#5477)
## Issue being fixed or feature implemented
The logic for additional indexes is incomplete, handling of P2PK on
block disconnect is broken (luckily no one is using P2PK and reorgs are
rare) and there are a few other small issues that would be nice to have
fixed.

## What was done?
Pls see individual commits

## How Has This Been Tested?
Run `feature_dbcrash.py`, it should succeed (NOTE: it takes ~30 minutes
to complete, that's normal).
Run `feature_addressindex.py`, `feature_timestampindex.py` and
`feature_spentindex.py` (and other tests) should still succeed too.

feat!: add an implementation of DIP 0027 Credit Asset Locks (#5026)
## Issue being fixed or feature implemented
This is an implementation of DIP0027 "Credit Asset Locks".
It's a mechanism to fluidly exchange between Dash and credits.

## What was done?
This pull request includes:
      - Asset Lock transaction
      - Asset Unlock transaction (withdrawal)
      - Credit Pool in coinbase
      - Unit tests for Asset Lock/Unlock tx
      - New functional test `feature_asset_locks.py`

RPC: currently locked amount (credit pool) is available through rpc call
`getblock`.

## How Has This Been Tested?
There added new unit tests for basic checks of transaction validity
(asset lock/unlock).
Also added new functional test "feature_asset_locks.py" that cover
typical cases, but not all corner cases yet.

## Breaking Changes
This feature should be activated as hard-fork because:
- It adds 2 new special transaction and one of them [asset unlock tx]
requires update consensus rulels
 - It adds new data in coinbase tx (credit pool)

refactor: cleanup CChainParams unused data and functions (#5474)

During implementation #5469 (master node hard-fork) I noticed that some
parts of `CChainParams` are deprecated and can be removed.

## What was done?
1. removed methods from `CChainParams` that have no implementation at
all:
 - UpdateSubsidyAndDiffParams
 - UpdateLLMQChainLocks
 - UpdateLLMQTestParams
 - UpdateLLMQDevnetParams
2. removed method `BIP9CheckMasternodesUpgraded` from `CChainParams` and
a flag `check_mn_protocol` from `versionbitsinfo`.

fix: Resolve mainnet v19 fork issues (#5403)

refactor: using reference instead reference to unique_ptr with object (#5381)
## Issue being fixed or feature implemented
Many objects created and functions called by passing `const
std::unique_ptr<Obj>& obj` instead directly passing `Obj& obj`

In some cases it is indeed needed, but in most cases it is just extra
complexity that is better to avoid.

Motivation:
- providing reference to object instead `unique_ptr` is giving warranty
that there's no `nullptr` and no need to keep it in mind
- value inside unique_ptr by reference can be changed externally and
instead `nullptr` it can turn to real object later (or in opposite)
 - code is shorter but cleaner

Based on that this refactoring is useful as it reduces mental load when
reading or writing code.
`std::unique` should be used ONLY for owning object, but not for passing
it everywhere.

## What was done?
Replaced most of usages `std::unique_ptr<Obj>& obj` to `Obj& obj`.
Btw, in several cases implementation assumes that object can be nullptr
and replacement to reference is not possible.
Even using raw pointer is not possible, because the empty
std::unique_ptr can be initialized later somewhere in code.
For example, in `src/init.cpp` there's called `PeerManager::make` and
pass unique_ptr to the `node.llmq_ctx` that would be initialized way
later.
That is out of scope this PR.
List of cases, where reference to `std::unique_ptr` stayed as they are:
- `std::unique_ptr<LLMQContext>& llmq_ctx` in `PeerManagerImpl`,
`PeerManager` and `CDSNotificationInterface`
- `std::unique_ptr<CDeterministicMNManager>& dmnman` in
`CDSNotificationInterface`

Also `CChainState` have 3 references to `unique_ptr` that can't be
replaced too:
 - `std::unique_ptr<llmq::CChainLocksHandler>& m_clhandler;`
 - `std::unique_ptr<llmq::CInstantSendManager>& m_isman;`
- `std::unique_ptr<llmq::CQuorumBlockProcessor>&
m_quorum_block_processor;`


## How Has This Been Tested?
Run unit/functional tests.

## Breaking Changes
No breaking changes, all of these changes - are internal APIs for Dash
Core developers only.

Pull request description:

  When logging failures of `CheckBlockHeader` (high-hash), they are always logged as system error. This is problematic for several reasons:

  * Submitting a blockheader that fails `CheckBlockHeader` over RPC will result in a debug log line that starts with `ERROR`. Proper behaviour should be to log not anything and instead only return the failure reason to the RPC user. This pull does not fix this issue entirely, but is a good first step in the right direction.

  * A misbehaving peer that sends us an invalid block header that fails `CheckBlockHeader` will result in a debug log line that starts with `ERROR`. Proper behavior should be to log the remote peer misbehavior if logging for that category was enabled. This pull fixes this issue for `CheckBlockHeader` and other functions can be adjusted as well if needed in follow-ups. This should be a good first step in the right direction.

  We no longer send BIP 61 REJECT messages, so there's no need to set
  a REJECT code in the CValidationState object.

  Note that there is a minor bug fix in p2p behaviour here. Because the
  call to `MaybePunishNode()` in `PeerLogicValidation::BlockChecked()` only
  previously happened if the REJECT code was > 0 and < `REJECT_INTERNAL`,
  then there are cases were `MaybePunishNode()` can get called where it
  wasn't previously:

  - when `AcceptBlockHeader()` fails with `CACHED_INVALID`.
  - when `AcceptBlockHeader()` fails with `BLOCK_MISSING_PREV`.

  Note that `BlockChecked()` cannot fail with an 'internal' reject code. The
  only internal reject code was `REJECT_HIGHFEE`, which was only set in
  ATMP.

  This reverts a minor bug introduced in 5d08c9c579.

  As a side-effect, this also quells the spurious GCC 10.2.x warning that
  we've had reported quite a few times. i.e #21318, #21248, #20797.

  Since we [started using](https://github.com/bitcoin/bitcoin/pull/7165) the `ax_cxx_compile_stdcxx.m4` macro we've been passing `[noext]` to indicate that we don't want to use an extended mode, i.e GNU extensions. Speaking to Cory he clarified that the intention was to "require only vanilla c++11 and turn _off_ extension support so they would fail to compile".

  However in the codebase we are currently making use of some GNU extensions. We should either remove there usage, or at least amend our CXX compiler checks. I'd prefer the former.

  #### prevention
  To ensure that usage doesn't creep back in we can add [`-Wgnu`](https://clang.llvm.org/docs/DiagnosticsReference.html#wgnu) to our compile time flags, which will make Clang warn whenever it encounters GNU extensions.

  This would close #14130.
  Also related to #17230, where it's suggested we use a GNU extension, the `gnu::pure` attribute.

  Background context:
  The unbroadcast set is a mechanism for the mempool to track locally submitted transactions (via wallet or RPC). The node does a best-effort of delivering the transactions to the network via retries every 10-15 minutes until either a `GETDATA` is received or the transaction is removed from the mempool.

Pull request description:

  These boost signals were added in #9371, before we had a `TransactionRemovedFromMempool` method in the validation interface. The `NotifyEntryAdded` callback was used by validation to build a vector of conflicted transactions when connecting a block, which the wallet was notified of in the `BlockConnected` CValidationInterface callback.

  Now that we have a `TransactionRemovedFromMempool` callback, we can fire that signal directly from the mempool for conflicted transactions.

  Note that #9371 was implemented to ensure `-walletnotify` events were fired for these conflicted transaction. We inadvertently stopped sending these notifications in #16624 (Sep 2019 commit 7e89994). We should probably fix that, but in a different PR.

Note that there were no checks for null pointers -- if one would pass `nullptr` to one of the functions, the following line would immediately lead to a crash:

Pull request description:

  Instead of keeping pindexBestHeader set to the best header we've
  ever seen, reset it back to our validated tip if we find an ancestor
  of it turns out to be invalid. While the name is now a bit confusing,
  this matches much better with how it is used in practice, see below.
  Further, this opens up more use-cases for it in the future, namely
  aggressively searching for new peers in case we have discovered
  (possibly via some covert channel) headers which we do not know to be
  invalid, but which we cannot find block data for.

  Places pindexBestHeader is used:

   * Various GUI displays of the best header and getblockchaininfo["headers"],
     I don't think changing this is bad, and if anything this is less confusing
     in the presence of an invalid block.
   * IsCurrentForFeeEstimation(): If anything I think ensuring pindexBestHeader
     isn't some crazy invalid chain is better than the alternative, even in the
     case where you are rejecting the current chain due to hardware error (since
     hopefully in that case you won't get any new blocks anyway).
   * ConnectBlock assumevalid checks: We use pindexBestHeader to check that the
     block we're connecting leads to something with nMinimumChainWork (preventing
     a user-set assumevalid from having bogus work) and that the block we're
     connecting leads to pindexBestHeader (I'm not too worried about this one -
     it's nice to "disable" assumevalid if we have a long invalid headers chain,
     but I don't see it as a critical protection).
   * BlockRequestAllowed() uses pindexBestHeader as its target to ensure the
     requested block is within a month of the "current chain". I don't think this
     is a meaningful difference, if we're rejecting the current tip we're
     trivially fingerprintable anyway, and if the chain really does have a bunch
     of invalid crap near the tip, using the best not-invalid header is likely a
     better criteria.
   * ProcessGetBlockData uses pindexBestHeader as the "current chain" definition
     of whether a block request is "historical" for the purpose of bandwidth
     limiting. Similarly, I don't see why this is a meaningful change.
   * We use pindexBestHeader for requesting missing headers on receipt of a
     headers/compact block message or block inv as well as for initial getheaders.
     I think this is definitely wrong, using the best not-invalid header for such
     requests is much better.
   * We use pindexBestHeader to define the "current chain" for deciding when
     we're close to done with initial headers sync. I don't think this is a
     meaningful change.
   * We use pindexBestHeader to decide if initial headers sync has timed out. If
     we're rejecting the chain due to hardware error this may result in
     additional cases where we ban a peer, but this is already true, so I think
     its fine.

* block_connected: don't serialize block hash twice

In the validation:block_connected tracepoint, we call block->GetHash(),
which ends up calling CBlockHeader::GetHash(), executing around 8000
serialization instructions. We don't need to do this extra work, because
block->GetHash() is already called further up in the function. Let's
save that value as a local variable and re-use it in our tracepoint so
there is no unnecessary tracepoint overhead.

Pull request description:

  Based on conversation in #13462, it seems the serialization `GetType` has very narrow use/effect. In every case except for `CAddress`, which specifically relates to a network peer's address, not a wallet address etc., the serialized representation of an object is irrespective of its destination / type.

  This removes the unused `GetType` method from `CSizeComputer` as a step to further narrowing that use.

Pull request description:

  As a follow up to CVE-2018-17144, this removes the unused `fCheckDuplicateInputs` parameter and explains why the test can not be disabled. Apart from protecting against a dumb accident in the future, this should document the logic in the code. There is a technical write-up that explains how the underlying coins database behaves if this test is skipped: https://bitcoincore.org/en/2018/09/20/notice/#technical-details. However, it does not explicitly mention why the test can not be skipped. I hope my code comment does that.
