7b78b8d3a64503d582af8298241a20ebf582a0c5 doc: Add template for good first issues (Michael Folkson) Pull request description: closes #17317 Attempted to address everyone's suggestions in #17317 without making it too long. The first half is for the benefit of the individual opening the issue and the second half is for the benefit of the new contributor.
